RECOMMENDATION:
Staff recommends the City Council approve two change orders to the existing
construction contract with Insituform Technologies, LLC (Insituform) in an amount of
$244,000 for (1) the construction of a second connection to the City of Los Angeles’
West Los Angeles Interceptor Sewer (WLAIS) on Overland Avenue at Braddock
Drive and (2) for emergency sewer main replacement.
BACKGROUND:
On February 11, 2013 the City Council awarded a construction contract to Insituform
in the amount of $4,089,777 to rehabilitate approximately 19 miles of the City’s
sewer mains (mostly in rear property easement areas) and to reline an existing
abandoned 10 inch diameter force main on Braddock Drive from the Braddock
Sewer Pump Station to Overland Avenue.
DISCUSSION:
The project is currently under construction and is approximately 85% complete.
There are two extra work items that need to be completed. The first proposed
change order is for work located at the intersection of Braddock Drive and Overland
Avenue. Currently, the existing 18-inch and the re-activated 10-inch force mains
along Braddock Drive utilize a common 16-inch connection to the WLAIS on
Overland Avenue. City of Culver City, California

Staff proposes a second connection to the WLAIS (one for each force main). Staff
applied and obtained a sewer connection permit from the City of Los Angeles for
this work. The timely construction of the secondary sewer discharging pipeline will
enhance the reliability of the Braddock Pump Station’s operation, which is collecting
nearly 30% of the City’s total sewerage flow.
The second proposed change order is to replace a segment of a sewer main that
was discovered by CCTV to be in poor working condition. Approximately 300 feet
of a 10-inch sewer main along National Boulevard between Sherbourne Avenue
and Cattaraugus Avenue need to be replaced. A new High Density Polyethylene
Pipe (HDPE) will be installed to replace the existing pipe using a pipe bursting
construction method due to the pipe being located on private property containing
many mature trees.
Staff requested the contractor to obtain competitive prices from specialty
subcontractors (from the City of Los Angeles approved emergency contractors list).
The agreed price for this proposed work is $244,000 ($180,000 for the Braddock
Drive/Overland Avenue second connection and $64,000 for the emergency sewer
replacement near National Boulevard). Due to the potential high traffic impact and
unknown conditions (including possible interference of subsurface utilities), staff is
recommending a contingency of $35,000.
Pursuant to Culver City Municipal Code Section 3.07.040.B, this change order
amount must be approved by the City Council.
During the several weeks of construction, Overland Avenue will be reduced to one
lane in each direction between the working hours of 9am to 4pm, and Braddock
Drive will be closed to through traffic at Overland Avenue. Changeable message
signs will be placed one week prior to beginning of construction to inform the public
about the upcoming construction and traffic impact.
FISCAL ANALYSIS:
This extra scope of work change order request is in addition to the contingency
amount that the City Council previously authorized on February 11, 2013 for the
original contract scope of work. The existing contingency funds have been used
mostly to address unforeseen conditions in backyard easement sewers, such as
local point repairs due to large offset joints and buried manholes.
There are sufficient funds appropriated in the Sewer Enterprise Fund (20480000-
PZ939 and 2048000-PZ906) in the City Council Adopted Budget for Fiscal Year
2013/2014 to pay for this proposed extra work.

MOTIONS:
That the City Council:
1. Approve a Change Order to the Existing Construction Contract with Insituform
Technologies, LLC in the amount not to exceed $180,000 for the construction of
a second connection to the City of Los Angeles’s Interceptor Sewer on Overland
Avenue at Braddock Drive; and,
2. Approve a Change Order to the Existing Construction Contract with Insituform
Technologies, LLC in the amount not to exceed $64,000 for the construction of
an emergency sewer replacement; and,
3. Authorize the Public Works Director/City Engineer to expend an additional not-to-
exceed amount of $35,000 for unforeseen contingencies related to this change
order work; and,
4. Authorize the City Attorney to review/prepare the necessary documents; and,
5. Authorize the City Manager to execute such documents on behalf of the City.
