RECOMMENDATION
Staff recommends the City Council authorize the release of a Request for Proposals (RFP) for the construction of Lenawee Storm Drain Rehabilitation Project, PF049 (“Project”).
BACKGROUND
This Project will rehabilitate approximately 110 feet of existing 60-inch diameter storm drain concrete pipe located in the side yard easement along the east side of Lenawee Avenue between Wrightcrest Drive and Vicstone Court (“location”). This segment of storm drainpipe is estimated to have been constructed between the 1920s and 1940s.
DISCUSSION
Under an on-call Civil Engineering contract, NV5 conducted inspection of the existing storm drain pipeline at this location and identified various structural defects. They evaluated several trenchless pipeline rehabilitation options and provided recommendations.
Due to the proposed highly specialized pipe slip lining and Cast in Place Pipe (CIPP) pipeline rehabilitation technologies, the RFP procurement process is recommended in order to evaluate and obtain the best value to meet the City’s needs. A structural lining material is proposed to be installed inside the existing pipe through a trenchless method. The RFP will require the proposers to identify their methods of construction for installing the structural lining, including field investigation and detailed measurement, preparation of supporting calculations, and installation of the trenchless liner.
Due to limited available funding, only the severely damaged concrete pipe between Wrightcrest Drive and Vicstone Court will be rehabilitated. Other non-structural joint repair will be included as optional services and will only be awarded as project budget allows.
Staff recommends the City Council authorize the release of an RFP for the construction of the Lenawee Storm Drain Rehabilitation Project, PF049. If approved, field investigation is expected to commence in Summer 2026 and construction is expected to be completed by the end of calendar year 2026.
FISCAL ANALYSIS
The Adopted Budget for Fiscal Year 2025-2026 includes $300,710 for the Project in CIP No. PF049 (Lenawee Storm Drain Rehabilitation) as shown in the Capital Improvement Plan Schedule in Fund 420 (General Fund) on page 591 of the budget book.
On February 9, 2026, City Council approved a mid-year budget amendment of a $362,000 allocation from closed CIPs in Fund 420 to cover the anticipated increased costs of this project.
