RECOMMENDATION

 

Staff recommends the City Council adopt the proposed Resolution (Attachment 1) approving bylaws for the Bicycle and Pedestrian Advisory Committee (BPAC)

 

 

BACKGROUND

 

On February 23, 2009, the City Council established a Public Advisory Committee (PAC) to provide input on the preparation of the Citywide Bicycle and Pedestrian Master Plan (BPMP). The PAC was comprised of residents, homeowners, advocates, school representatives, and business owners and they held public meetings throughout the city in preparation of the BPMP until adoption by the City Council in 2010. Upon adoption of the BPMP, the PAC was dissolved.

 

On November 4, 2015 the Sustainability Subcommittee of the City Council recommended the establishment of a Bicycle and Pedestrian Advisory Committee, to consist of residents, representatives from the Culver City Unified School District, the Culver City business community, and students. Members of the BPAC would be asked to provide input to the City Council on policy issues, principles, prioritization, design guidelines, and standards for current and upcoming projects. BPAC was officially established by the City Council at its February 8, 2016 meeting. No bylaws were established at the time of formation.

 

The proposed Bylaws (Exhibit A to Attachment 1) were drafted by the BPAC with staff assistance after many months of discussion. Although based in large part on the bylaws of the Disability Advisory Committee and the Finance Advisory Committee, the BPAC bylaws are unique in their attempt to address some of the challenges the BPAC has faced in filling specific seats as originally outlined at its formation. The seats are now more broadly defined to provide more flexibility regarding who can qualify for a seat. The Bylaws were extensively reviewed by City Attorney and City Clerk at multiple stages. Multiple drafts were considered by the BPAC and the final version approved at the November 16, 2023 BPAC meeting.

 

 

DISCUSSION

 

The following are important highlights of the proposed BPAC Bylaws:

 

                     The BPAC shall continue to be comprised of nine persons appointed by the City Council from applicants that submit an application to the City Clerk’s Office.

                     Each member shall serve a term of two years.

                     Members shall include residents, business owners, employees, seniors, youth, parents, a representative from Culver City Unified Schools District, and a representative from the disability community.

                     The BPAC shall meet on a bi-monthly (every other month) basis.

                     The BPAC is tasked with providing advice and recommendations to the City Council and staff regarding active-mobility issues and projects and to advance mobility related goals.

                     The BPAC is subject to the requirements of the Brown Act (including public participation and notice).

 

Because the makeup of the BPAC seats has changed slightly, the current membership will be reorganized as follows:

 

                     Business Community Member: George Montgomery - current term ending 06/30/2024

                     CCUSD Member: Greg Maron- current term ending 06/30/2025

                     Disability Member: Jack Gallanty- current term ending 06/30/2025

                     Employee Member: Dane Twichell- current term ending 06/30/2025

                     Parent Member: Joel Falter - current term ending 06/30/2025

                     Resident Member 1: Travis Morgan- current term ending 06/30/2024

                     Resident Member 2: Dorothy Sadd- current term ending 06/30/2025

                     Resident Senior Member: Michelle Weiner- current term ending 06/30/2024

                     Youth Member: Lila Bragard- current term ending 06/30/2024

 

Should the City Council approve the proposed Bylaws, they will go into effect immediately.

That the City Council:
