RECOMMENDATION

 

Staff recommends the City Council (1) adopt a Resolution accepting $2,375 in 2024 State Homeland Security Program Grant funds for overtime and backfill for Culver City Fire Department (CCFD) personnel to attend Unified Response to Violent Incidents (URVI) training, and providing Proof of Authority of the governing body as required by the California Office of Emergency Services; and (2) approve a budget amendment to record the revenue of $2,375 and appropriation of $2,375 in expenditures in Fiscal Year 2025/2026 for the SHSP grant program (requires a four-fifths vote).

 

 

BACKGROUND/DISCUSSION

 

The purpose of California State Homeland Security Program (SHSP) Grant funds are to equip and train emergency personnel, including firefighters, emergency medical services, and law enforcement, to plan for and react to incidents of terrorism or other catastrophic events. SHSP grant funding is secured and managed by the County of Los Angeles, as the grantee, through the California Office of Emergency Services (Cal OES), and then passed through to participating cities in the County of Los Angeles.

 

CCFD includes projects in the Los Angeles Area Fire Chiefs Association (LAAFCA) regional application. This year, CCFD was selected to receive Unified Response to Violent Incidents (URVI) Instructor Certification and Training. On October 8, 2025, staff received the subrecipient agreement from the County with a December 31, 2025 deadline to return the signed agreement.

 

In order to receive SHSP grant funds, the City Council must adopt a resolution authorizing the project and providing “Proof of Authority”, or written authorization by the City Council agreeing to the following provisions found in the Cal OES 2024 Grant Assurances:

 

(a) To provide all matching funds required for the grant project and that any cash match will be appropriated as required;

(b) Any liability arising out of the performance of this agreement shall be the

responsibility of the Applicant City and the City Council, as the authorized governing body of the City;

(c) Grant funds shall not be used to supplant expenditures controlled by the City Council;

(d) Applicant City is authorized by the City Council to apply for federal assistance, and the institutional, managerial, and financial capability (including funds sufficient to pay the non-federal share of project cost, if any) to ensure proper planning, management, and completion of the project; and

(e) The official executing this agreement is, in fact, authorized to do so.

 

This Proof of Authority must be maintained on file and readily available upon request.

 

 

FISCAL ANALYSIS

 

The SHSP grant does not require a matching fund. Funding is provided on a reimbursement basis. If City Council approves staff’s recommendation, staff would utilize Account Nos. 41445919.411310 (State Homeland Security Program 2024 - Overtime) and 41445919.411350 (State Homeland Security Program 2024 - Constant Staffing for the expenditures. The grant revenue would be recorded in Account No. 41445919.343232 as an operating grant (budget amendment requires a four-fifths vote).

MOTION(S)

 

That the City Council:

                     

1.                     Adopt a Resolution accepting $2,375 in 2024 State Homeland Security Program Grant funds awarded to the City of Culver City for Unified Response to Violent Incidents Training, and providing Proof of Authority of the governing body as required by the California Office of Emergency Services;

 

2.                     Approve a budget amendment to record the revenue of $2,375 and appropriate $2,375 in expenditures in Fiscal Year 2025/2026 for the SHSP grant program (budget amendment requires a four-fifths vote);

 

3.                     Authorize the City Attorney to review/prepare the necessary documents; and

 

4.                     Authorize the City Manager to execute such documents on behalf of the City.
