RECOMMENDATION:
Staff recommends the City Council appoint and/or reappoint members to the
Planning Commission, Parks and Recreation Commission, Civil Service
Commission, Cultural Affairs Commission, Disability Advisory Committee,
Committee on Homelessness, and the Landlord-Tenant Mediation Board.
BACKGROUND:
In order to fill vacancies on the various commissions, committees and boards, staff
has taken the following steps to provide public notice:
• Advertisements ran in the Culver City News on May 24 and May 31, 2012.
• Advertisements ran in the Culver City Observer on May 24 and May 31, 2012.
• Notice was posted on the City’s web site starting on May 22, 2012.
• Notice was sent via email through GovDelivery on May 22, 2012.
• Letters were sent to commission/committee/board members who were eligible to
apply for reappointment.
• Letters and/or emails were sent to past applicants.
Applicants were informed by staff, when the date for consideration was changed from
June 11, 2012 to June 25, 2012. Staff received emails from Dana Sayles, Jeanne Min
and Crystal Alexander that they had planned to attend the meeting on June 11
th
but
would not be able to attend on June 25
th
, due to scheduling conflicts.

Consideration of Appointments:
Planning Commission – One seat is available for appointment. Office No. 4,
currently held by Marcus Tiggs, expires on June 30, 2012. Mr. Tiggs has served two
terms on the Commission and is not eligible to reapply at this time. A total of six (6)
people submitted timely applications indicating an interest in serving on the Planning
Commission as follows:

Parks, Recreation and Community Services Commission – One seat is available
for appointment. Office No. 1, currently held by Rick Hudson, expires on June 30,
2012. Mr. Hudson was appointed to the Commission in 2008. Mr. Hudson submitted
a new application indicating his interest to again serve on the Parks, Recreation and
Community Services Commission. A total of four (4) people submitted timely
applications:

Civil Service Commission – One seat is available for appointment. Office No. 3,
currently held by Richard Ochoa, expires on June 30, 2012. Mr. Ochoa was

three (3) people submitted timely applications indicating an interest in serving on the

Disability Advisory Committee – Four seats are available for appointment. Two
Offices, Office No. 2, currently held by Barbara Effros-Schwartz, and Office No. 7,
held by Robert “Bob” Montgomery, expire on June 30, 2012. Both Ms. Effros-
Schwartz and Mr. Montgomery have submitted a new application seeking
reappointment. There are two additional offices (No. 4 and No. 6) that are currently
vacant. Each of these seats are for a four year term and there are no term limits for
this Committee. A total of three (3) people submitted timely applications indicating
an interest in serving on the Disability Advisory Committee as follows:

Committee on Homelessness - Three seats are available for appointment for a
four-year term. Office No. 1, currently held by Lezlie Brazil, expires on June 30,
2012. Ms. Brazil did not submit an application seeking reappointment. Office No. 4,
currently held by Elaine Struhl, expires on June 30, 2012. Ms. Struhl did not submit
an application seeking reappointment. Office No. 6, currently held by John Wahlert,
expires on June 30, 2012. Mr. Wahlert did not submit an application seeking
reappointment. Each of these seats is for a four year term with a maximum of two
terms. A total of two (2) people submitted timely applications indicating an interest in
serving on the Committee on Homelessness as follows:

Landlord-Tenant Mediation Board – Please note that there are no term limits for
the Landlord-Tenant Mediation Board.
Tenant Representative – One seat is available for appointment. No applications
were received for this position.
Tenant Alternate – One seat is available for appointment. No applications were

Member at Large Representative – The Member-At-Large Office, currently held by
Robert M. Pine, expires on June 30, 2012. Mr. Pine did not submit an application
seeking reappointment One seat is available for appointment. Two (2) applications
were received for this position as follows:

Seth Lennon Weiner also applied for the Landlord Tenant Mediation Board but did
not indicate which position was of interest to him.
In addition to the above appointments, staff also wants to note that the Advisory
Committee on Redevelopment (ACOR) was dissolved as part of the dissolution of
redevelopment agencies. Staff will be bringing a separate discussion item to the
City Council at a future City Council meeting to discuss this subject.
FISCAL ANALYSIS:
For new appointees to the Landlord-Tenant Mediation Board, there will be 30 hours
of professional mediation training at a cost of $625 each and AB 1234 Ethics
training. These costs would be absorbed in existing Housing Division Budget
appropriations. For new appointments to all other commissions, committees or
boards, individuals who have not already completed AB 1234 Ethics training must do
so, along with Brown Act training. Sufficient funds for training have been included in
the Non-Departmental Division of the City Council Adopted Budget for Fiscal Year
2012/2013.
