RECOMMENDATION
Staff recommends the Equity and Human Relations Advisory Committee: (1) receive and file a report from the Peace Resolution Community Outreach Ad Hoc Subcommittee; (2) if so desired, discuss and consider approval of the report’s recommendations; and (3) determine next steps as deemed appropriate.
BACKGROUND
At the January 27, 2025, City Council Meeting, Council Member McMorrin received full City Council consensus to consider a blanket resolution, as it applies to any and all international conflicts; proposed having a discussion to affirm Culver City's commitment to peace, valuing all human life, and encouraging federal diplomacy in accordance with those values in times of war and conflict; noted challenging times ahead; and discussed ensuring that time and resources are utilized in the best ways possible, continuing to affirm values as a City and a community, and placing the focus on local work.
On May 12, 2025, City Council was presented with a DRAFT Resolution (Attachment 1). After discussion, City Council referred the item to EHRAC “to be shaped with public input and rooted in community needs”; and moved by Council Member McMorrin and seconded by Mayor O'Brien: that the City Council send the proposed resolution to EHRAC and, if possible, to the policy subcommittee (1) seeking their input and lifting up the intention of the resolution, (2) including actionable next steps and programming with collaboration between Human Resources and the EHRAC to include education and dialogue and a programming piece to go along with the resolution to meet the community where they are, (3) receive input from the community on the proposed resolution and whether the resolution should move forward; and to (4) receive EHRAC's takeaways from the resolution, background on the resolution, text of the resolution, and the reasoning behind it, with a note that EHRAC is not mandated to create programming. At the July 22, 2025, Regular Meeting, EHRAC achieved consensus to create a Peace Resolution Community Outreach Ad Hoc Subcommittee and appoint Vice Chair McBride, and Members Bano, Moammar, and Nweke thereto.
At the October 21, 2025, Special Meeting, EHRAC reached consensus to receive a report from the Peace Resolution Community Outreach Ad Hoc Subcommittee at the January 28, 2026, Regular Meeting.
DISCUSSION
Review the report from the Peace Resolution Community Outreach Ad Hoc Subcommittee (Attachment 3), discuss, and determine next steps as deemed appropriate.
