RECOMMENDATION:
Staff recommends the City Council receive and file a report of an emergency
purchase of equipment and services to replace the boiler that serves the main
building at the Culver City Police Department.
BACKGROUND:
The boiler at the Culver City Police Department is over 33 years old and was listed
for replacement in this current fiscal year. The boiler failed to work properly on or
about 12/31/13 and was determined to be irreparable by the City’s HVAC
Technician. Generally, the expected useful life (EUL) of boiler units is 15-20 years.
Immediate replacement of the boiler was necessary in order to ensure that sufficient
heat was being provided to the building, particularly during the colder winter months.
DISCUSSION:
Culver City Municipal Code Section 3.07.070.A provides the City Manager with the
authority to expend City funds in any amount and without following applicable
bidding requirements where the City Manager determines there is an unforeseen
emergency situation that poses a risk to the general public health, safety and
welfare. In this case, the City Manager determined there was an immediate need to
replace the boiler in order to provide heat to the Police Department main building
and protect the health, safety and welfare of the Police Department employees. City of Culver City, California

Public Works-Maintenance Operations Division Staff obtained the services of ACCO
Engineered Systems (ACCO) to perform the boiler replacement. ACCO’s proposed
cost to perform the work was $48,256. ACCO has been awarded contracts from the
City for past HVAC and boiler replacements at various City facilities. Most recently,
in October 2013, the City entered into an agreement with ACCO for the replacement
of the boiler and storage tank units located at City Hall. ACCO has proven to be a
reliable resource for these types of repairs. ACCO confirmed the replacement
equipment was available and began the work immediately on January 13, 2014.
FISCAL ANALYSIS:
There are sufficient funds available in the Capital Improvement Project PZ-132,
Building Repairs (42080000.PZ132), to cover the repairs.
