RECOMMENDATION
Staff recommends the City Council (1) approve a Side Letter of Agreement (LOA) to the 2023-2026 Memorandum of Understanding (MOU) between the City and the Culver City Employees Association (CCEA) for a 15% salary adjustment to the Fleet Services Supervisor classification; and (2) adopt a resolution adopting an updated Classification and Salary Plan for City Employees, effective March 23, 2026 to reflect the Fleet Services Supervisor salary adjustment.
BACKGROUND / DISCUSSION
The City and the CCEA recently reached agreement on an LOA addressing the Fleet Services Supervisor classification and associated compensation.
As a result of organizational changes within the Transportation Department, specifically the combination of the Fleet and Facilities Divisions, the scope and complexity of duties assigned to the Fleet Services Supervisor classification expanded. In accordance with the Meyers-Milias-Brown Act (MMBA), the Parties engaged in the meet-and-confer process to review the classification specification, evaluate assigned responsibilities, and assess appropriate compensation. While the Parties engaged in the meet-and-confer process, incumbents in the Fleet Services Supervisor classification were provided 10% special compensation for assuming expanded responsibilities. In accordance with the LOA, this special compensation will conclude with the implementation of the agreed upon salary increase defined below.
The City and CCEA have agreed to the following:
1. Revised Classification Specification
The Fleet Services Supervisor classification specification has been updated to reflect the current scope of duties being performed.
2. Base Salary Adjustment
The City will increase the base hourly rate of the Fleet Services Supervisor classification by 15%. This adjustment shall become effective the first full pay period following City Council approval of the revised salary schedule.
3. Conclusion of Special Compensation
The current 10% special compensation being received by incumbents in the Fleet Services Supervisor classification shall end the pay period immediately preceding the effective date of the 15% base salary adjustment. The 15% base salary adjustment replaces and supersedes the prior special compensation and shall not be applied in addition to it.
FISCAL ANALYSIS
The annual cost for the 15% base salary adjustment is approximately $79,000. In the current fiscal year, the increase would go into effect in the March 23, 2026 pay period with an approximate cost of $25,000. The Adopted Budget for Fiscal Year 2025-2026 includes sufficient funding for this salary increase in Account No. 30870400.4111000 (Equipment Maintenance/Fleet Services - Regular Salaries) which can be found in the Transportation Department section of the budget book on page 560. This classification is coded to the Equipment Maintenance Fund (Fund 308), which is one of the City’s internal service funds.
