RECOMMENDATION
Staff recommends the City Council approve a purchase order with Econolite Control Products (Econolite) for six traffic signal video detection systems in an amount not-to-exceed $122,506.06.
BACKGROUND
The Culver City Public Works Department Maintenance Operations Division maintains 115 traffic signals. 40 intersections currently are currently equipped with video detection systems purchased from various vendors over the years. The rest of the City’s signalized intersections rely on inductive loop detectors embedded in the roadway surface. Obsolete video detection systems at six locations are no longer working. As a result, these intersections operate very inefficiently. This purchase will replace those six systems with modern and more reliable video detection systems.
DISCUSSION
The City has utilized three different video detection vendors over the last 15 years: Iteris, Econolite, and Gridsmart. Systems from each vendor have been installed throughout the City as part of various traffic signal or development projects and have been evaluated over this period.
This purchase would replace inoperable video detection systems at the following six locations:
• Washington Blvd & Redwood Ave
• Washington Blvd & Rosabell St
• Washington Blvd & Grandview Blvd
• Washington Blvd & Sawtelle Blvd
• Washington Blvd & Sepulveda Blvd
• Culver Blvd & Overland Ave
Pursuant to Culver City Municipal Code Section 3.07.055.B, competitive bidding requirements shall not apply when the equipment is a component for equipment or a system of equipment previously acquired by the City and is necessary to repair, maintain or improve the City's utilization of the equipment. This procurement falls within this exception. Staff obtained quotes for video detection systems from Iteris and Econolite. Staff is recommending that the Council approve a purchase order with Econolite for this purchase due to the lower cost of the quote provided.
FISCAL ANALYSIS
The Adopted Budget for Fiscal Year 2024-2025 includes sufficient funding to cover costs of the proposed purchase of $122,506.06 in CIP Project No. PZ429 (Traffic Signal Replacement/Upgrade) which can be found in the Capital Improvements section of the budget book in the Capital Improvement and Acquisition Fund (Fund 420) on page 479.

2. Authorize the Purchasing Officer to execute the purchase order on behalf of the City.
