RECOMMENDATION

 

Staff recommends that City Council approve amendment no. 5 to the existing general services agreement with Technology Artists for sound and lighting services for City events for an additional amount of $22,448.88, bringing the aggregate annual not-to-exceed amount to $155,000.

 

 

BACKGROUND/DISCUSSION

 

Fiesta La Ballona is Culver City's annual community celebration and one of the City's longest-standing traditions. Established in 1951, the event celebrates Culver City's history, culture, and community spirit through live entertainment, carnival attractions, cultural programming, food vendors, and family-friendly activities at Veterans Memorial Park.

 

The 2026 Fiesta La Ballona marks the event's 75th anniversary, providing an opportunity to celebrate this milestone with expanded programming, anniversary branding, and enhanced event experiences that recognize the residents, volunteers, sponsors, performers, and City staff who have contributed to the event's success over the past seven decades.

 

To commemorate the 75th anniversary, the 2026 festival will be larger in scale than past festivals. Planned enhancements include an expanded event footprint, an additional performance stage, and expanded programming. To support these enhancements, the Parks, Recreation and Community Services (PRCS) Department has contracted with Technology Artists to support sound and lighting for an additional performance stage.

 

The current contract is a city-wide contract that includes PRCS, Human Resources, Cultural Affairs, and Economic Development in an amount not-to-exceed $132,551.12. The requested increase of $22,448.88 is specific to the 75th anniversary of Fiesta La Ballona and exceeds the remainder of the City Manager’s purchasing authority for this fiscal year due to other contracts with Technology Artists being processed in July. The annual not-to-exceed and allocations by department are outlined below:

 

                     PRCS - $70,200

                     Human Resource - $4,800

                     Cultural Affairs - $15,000

                     Economic Development - $65,000

 

 

FISCAL ANALYSIS

 

The funding for Technology Artists related to Fiesta La Ballona is budgeted in Account No. 10130285.619800 (Fiesta La Ballona - Other Contractual Services).

 

If approved, funding for the remaining years of the Technology Artists contracts will be included in future operating budgets, subject to annual budget adoption by City Council.

MOTION

 

That the City Council:  

 

1.                     Approve amendment no. 5 to the existing general services agreement with Technology Artists for sound and lighting services for City events for an aggregate annual not-to-exceed amount of $155,000.

 

2.                     Authorize the City Attorney to review/prepare the necessary documents; and

 

3.                     Authorize the City Manager to execute such documents on behalf of the City.
