RECOMMENDATION:
Staff recommends the City Council approve a budget amendment to authorize the
appropriation of $265,000 in 2002 Resources Bond Act - Youth Soccer and
Recreation Development Program Grant funds for the Bill Botts Field Lighting
Project (P-869).
A four-fifths affirmative vote is required to amend the budget.
BACKGROUND:
The City Council adopted a resolution to approve the application for the 2002
Resources Bond Act - Youth Soccer and Recreation Development Program Grant
for the Bill Botts Field Lighting Project at the October 24, 2004 meeting (Attachment
1). The intent of the Youth Soccer and Recreation Development Program is to foster
the development of new youth soccer, baseball, softball and basketball recreation
opportunities. The installation of field lights for the Babe Ruth (Bill Botts) Field was
chosen as an appropriate project for this grant opportunity because the need for
additional sports fields is urgent in Culver City and the proposed project will serve
both youth baseball and soccer. Groups using the Bill Botts field include Babe Ruth
Baseball, American Youth Soccer Organization and Culver City High School
Baseball teams. The project was ranked as a number one priority on the “Capital
Improvement Priorities for Funding” list adopted by the Parks and Recreation
Commission at the January 2004 meeting,

DISCUSSION:
In September 2005, the Parks, Recreation and Community Services Department
received notification from the State of California Department of Parks and
Recreation that the Bill Botts Field Lighting Project was selected for funding from the
Youth Soccer and Recreation Development Program. In May 2006, a fully executed
contract for the Bill Botts Field Lighting Project in the amount of $265,000 was
received. Staff recommends that the City Council approve a budget amendment to
authorize the appropriation of $265,000 of 2002 Resources Bond Act - Youth Soccer
and Recreation Development Program Grant funds for the Bill Botts Field Lighting
Project (P-869).
FISCAL ANALYSIS:
The Bill Botts Field Lighting Project Cost Estimate, as provided to the State, lists
$220,000 in capital improvements and $95,000 in other project-related costs. Of the
$95,000 in other project-related costs, $50,000 is an in-kind matching contribution of
staff time to oversee the project. The in-kind staff project management cost is the
City’s only additional funding commitment for the project. The grant award
($265,000) plus the in-kind match ($50,000) brings the project total to a value of
$315,000.
Once the project has been completed, there will be an ongoing cost for electricity
and maintenance of the lamps. There is a vendor willing to provide a ten year
maintenance service plan at a total cost of $9,000, or $900 per year ($75 per month/
$2.50 per day) which includes monitoring the system, ensuring lamps last ten years,
replacing lamps if needed, and one full system re-lamping.
With respect to electrical charges, assuming a $0.097 kWh electrical rate (annual
General Service – 2 rate, as estimated by a Southern California Edison
representative), it will cost $0.146 per hour to operate one 1500-watt metal halide
lamp. The proposed project calls for 63 lamps which would bring the total per hour
electrical costs to $9.20. Staff has calculated a maximum of five (5) hours of usage
during the winter and one (1) hour of usage during the summer per night. Assuming
seven days per week of usage, it is possible to have 1,150 hours per year usage
costing $10,580 annually. Lighting and maintenance charges combine for a total
annual cost of $19,580 ($17.03 per usage hour). Currently, the City does have an
approved user fee for light usage of $10.00 per hour which could be passed on to
the user groups to help defer the cost of the maintenance and operation of the lights.City of Culver City, California
