RECOMMENDATION:
Staff recommends the City Council ratify the filing of an application with the U.S.
Department of Justice, Bureau of Justice Assistance, for the Edward Byrne Memorial
Justice Assistance Grant (JAG) FY 2014 Program funds.
BACKGROUND:
The Department of Justice, Bureau of Justice Assistance, has determined that
Culver City is eligible to receive JAG funds through a statutory formula that is based
on the violent crimes in Culver City that are reported to the State of California.
Culver City’s eligible allocation is $12,951 as determined by this formula.
DISCUSSION:
The Police Department has determined the funds will be used to purchase 2FA
fingerprint scanners for all Police systems which access Department of Justice
(DOJ) data repositories. The Police Department is subject to the FBI Criminal
Justice Information Services (CJIS) Advanced Authentication compliance mandate
(Deadline: September 2014). The purpose of this mandate is to establish a higher
level of data access/usage security for systems that access DOJ information.
Specifically, compliance largely calls for security methods beyond traditional
techniques by adding either a biometric or other “physical element” to the use of
passwords and basic security measures.

The proposed grant monies will fund most of the total project costs for the 2FA
fingerprint scanners. The project will improve law enforcement usage security in
accessing DOJ information. Police Department staff will provide the necessary labor
to configure the new devices.
As with many grant opportunities, Federal Agencies have been issuing very short
timelines for grant submittals. In the case of this grant, the deadline to submit the
program narrative, scope of work and budget narrative to the Department of Justice
was June 10, 2014. In accordance with the City’s Grant procedures, and in order to
ensure the City would remain eligible for funding under this grant, the Police
Department submitted the required documents to the Department of Justice on June
10, 2014 to meet the deadline with the fiscal agent.
FISCAL ANALYSIS:
The City is eligible to receive $12,951 in US Department of Justice Edward Byrne
Memorial Justice Assistance Grant (JAG) Formula Program Funds. Although no
matching funds are required from the City, the Police Department intends to use
General Fund monies for the remaining amount of $1,449 from account
10140200.514100 – Department Special Supplies.
A preliminary estimate was received from CDW

G in the amount of $14,400 for the
2FA fingerprint scanners. Upon receipt of grant funds, the Police Department will
adhere to the City’s Purchasing Policy to obtain the equipment.

MOTION:
That the City Council:
1. Ratify the filing of an application with the US Department of Justice, Bureau of
Justice Assistance, Edward Byrne Memorial Justice Assistance Grant (JAG)
Program funds FY 2014; and,
2. Authorize the City Attorney to review/prepare the necessary documents; and
3. Authorize the City Manager to execute such documents on behalf of the City.
