RECOMMENDATION:
Staff recommends that the City Council award a construction contract to Griffith
Company, as the lowest responsive and responsible bidder, for the construction of
Jefferson Boulevard Pedestrian and Bicycle Access Improvements Project at Hetzler
Road, P-956.
BACKGROUND:
In June 2011, the City was awarded a grant by the Baldwin Hills Conservancy
utilizing Proposition 84 funds for the Jefferson Boulevard Pedestrian and Bicycle
Access Improvements Project (Project). The Project includes the following
improvements: a new traffic signal, high visibility crosswalks, and curb
extensions/bulb-outs at the Jefferson Boulevard and Hetzler Road intersection; raised
landscaped median islands and new sidewalks along Jefferson Boulevard near its
intersection with Hetzler Road, and improvements to a 10-space parking lot, which is
owned and to be maintained by California State Parks on Jefferson Boulevard west of
Hetzler Road. The Project also includes the restriping of Jefferson Boulevard
between Duquesne Avenue and Holdrege Avenue to include bicycle lanes.
The bicycle lanes were originally proposed to extend from Duquesne Avenue to
Higuera Street rather than to Holdrege Avenue. Staff was unable to secure an
agreement with the City of Los Angeles on the design of the segment of bike lanes
between Holdrege Avenue and Higuera Street and thus is proposing removing that
segment from the project.
On May 7, 2012, the City Council approved the final plans and specifications for this
project and authorized advertising for construction bids. City of Culver City, California

DISCUSSION:
On May 31, 2012, the City Clerk’s Office publicly opened the bids. Seven (7)
contractors responded with the following bid amounts:

Staff reviewed the bid proposal of the apparent lowest bidder, Griffith Company, and
found the bid documents responsive and complete. Its bid bond, contractor’s
license, qualifications, and worker’s compensation insurance were reviewed and
determined to meet City requirements. Representatives from the City of Chino Hills,
City of Palm Springs, and Port of Los Angeles indicated that Griffith Company
performed in an excellent manner on their construction projects.
Through a competitive request for proposal process, a construction inspection
service provider will be selected from the City’s approved on-call engineering firms.
Should the City Council award the contract this evening, the project is scheduled to
begin in July 2012 and expected to be completed in October/November 2012.

*The grant has been finalized, but the funding of $566,403 has not been
appropriated. The grant appropriation is in the Proposed Budget and once the
budget is adopted, the funding will be available on July 1
st
.
MOTIONS:
That the City Council:
1. Award a construction contract to Griffith Company, as the lowest responsive
and responsible bidder, in the amount of $532,444 for the Jefferson
Boulevard Pedestrian and Bicycle Access Improvements Project at Hetzler
Road, P-956; and,
2. Authorize the Public Works Director/City Engineer to approve change orders
as necessary, for a not-to-exceed amount of $80,174; and,
3. Authorize the City Attorney to review/prepare the necessary documents; and,
4. Authorize the City Manager to execute such documents on behalf of the City.
