RECOMMENDATION:
Staff recommends the City Council accept the dedication on behalf of the public and
authorize the necessary signatures to document the acceptance.
BACKGROUND:
The Metropolitan Transportation Authority (Metro) is constructing a 9.6-mile light rail
transit line to run along the Metro-owned Exposition Right-of-Way from the existing
Metro Light Rail Transit (LRT) station at 7th/Metro Center in downtown Los Angeles
to Venice/Washington in Culver City. This is known as Phase 1 of the project.
The Exposition Metro Line Construction Authority (Authority) was created by the
California State Legislature to oversee the final design and construction of the
Exposition Light Rail Transit (Expo LRT). Phase 1 of the Expo LRT, which consists
of 3 segments (A, B, and C), is currently under construction or in the process of
design. The groundbreaking for Phase 1 occurred in early 2006.
Segment “C” is the Culver City portion of the project, and construction is occurring
along the Expo LRT Right-of-Way and within the adjacent public street rights-of-way.
The portion of the project in the City involves the realignment and reconstruction of
portions of National Boulevard, Washington Boulevard, and cul-de-sacs at the
adjacent ends of Wesley and Helms Avenues. The Authority will also be transferring
portions of the Expo LRT Right-of-Way to the City. City staff is working with Metro
and the Authority to process the required right-of-way transfers.

DISCUSSION:
The dedication of real property at 8770 and 8786 Washington Boulevard is the
second transfer of property to the City related to the Expo LRT project. The subject
property is a corner lot located at the intersection of Washington and National
Boulevards. The property being deeded to the City will be combined with existing
City street right-of-way in order to construct a public sidewalk connecting the end of
the proposed Exposition Bike Path with the Washington/National intersection. This
transfer is being processed separately because it is the transfer of property from
private property owners directly to the City. Metro and the Authority have purchased
the property for the City and facilitated the preparation of the transfer documents.
Engineering staff has reviewed the Grant Deed and found it to be technically correct.
There are anticipated to be two more private property transfers needed in the future:
1. The easterly side of the Helms Avenue cul-de-sac (to realign the cul-de-sac),
2. Along the northerly side of Washington Boulevard, west of the
Venice/Robertson Aerial Station site (to allow for the widening of Washington
Boulevard).
FISCAL ANALYSIS:
There is no direct cost to the City associated with acceptance of this right-of-way
except that the Authority may seek to use the value of this right-of-way to off-set the
value of right-of-way ceded by the City to the Authority. The net value of the right-of
way exchanged between the two entities is an element of the City’s proposed
contribution toward the Expo LRT project which is still under negotiation.
