RECOMMENDATION

 

Staff recommends that the Parks, Recreation and Community Services (PRCS) Commission receive and file the project list with estimates for Tellefson Park.

 

 

BACKGROUND

 

On December 11, 2023, the City Council approved an agreement with the landscape architect firm OLIN to create the Culver City Parks Plan (Plan), a strategic guide for the development and management of the city's parks, recreational facilities and programs.  OLIN is dedicated to shaping cities as resilient centers of cultural vibrancy, public health, and natural integrity. In an effort to provide opportunities to all residents, neighbors, and the city at large, the company was dedicated to exploring four key areas in the City’s park system: 1) Diversity, Inclusion, and Belonging, 2) Equity, 3) Park Access, and 4) Climate, Water, and Biodiversity. In order to incorporate those areas throughout the planning process, OLIN utilized various projects through community engagement, attention to the City’s priorities, and collaborative conversations.  The Plan was adopted by City Council on February 10, 2025. 

 

As part of the Plan’s document, each park is summarized, including a drawing of the park as it is today and a proposed drawing highlighting the areas for proposed improvements and new amenities.

 

As part of the Final Plan documents,  OLIN contracted with Leland Saylor Associates for cost estimates on all projects within the Plan.  Leland Saylor Associates has over 30 years of experience in cost analysis and construction management focusing on education, civic and transit projects, as well as other publicly funded projects.

 

On May 6, 2025, the PRCS Commission approved a letter (Attachment 1) to City Council requesting specific budget changes for PRCS.  Included in the letter was a request to begin implementing the Plan at Tellefson Park because that location:

                     “Meets the criteria laid out in the decision framework in the Parks Master Plan.”

                     “Includes racket sports courts, including pickle ball courts.”

                     “Is relatively small and does not require major construction.”

 

 

DISCUSSION

 

Leland Saylor Associates took a number of factors into consideration when creating the cost estimates for each project.  The following allowances were incorporated in all the costs provided in the report:

 

                     An allowance based on 10.00% of the construction costs subtotal has been included for Contractor's General Conditions.

                     An allowance based on 30.00% of the construction costs subtotal has been included for Design Contingency.

                     An allowance of  2.00% of the construction cost subtotal is included to provide for the cost of Payment and Performance Bonds, if required.

                     An allowance based on 8.00% of the construction cost subtotal is included for Contractor's office Overhead and Profit. Office overhead of the contractor is always included with the fee.

 

In the current market conditions for construction, Leland Saylor Associates’ experience shows the following results on competitive bids, as a differential from final estimates provided:

 

 

Accordingly, it is extremely important to ensure that a minimum of 4 to 5 valid bids is received. Since Leland Saylor Associates has no control over the bid process, there is no guarantee that proposals, bids or construction cost will not vary from their opinions or the provided estimate.

At their December 2, 2025 Regular Meeting, the PRCS Commission request a priority ranking of projects specific to Tellefson park with cost estimates.  Attachment 2 shows the summary of Tellefson park from the Plan.  Park estimates are listed below in priority order from the PRCS Department’s perspective. 

 

 

An escalation allowance for a mid-point of construction target was provided by Leland Saylor Associates for projects that have an estimated timeline of 2 years or more.  The escalation allowance was not included in this report.

 

Finally, Leland Saylor Associates also included prorated cost as an average 2032 midpoint for all projects.  This prorated amount takes into consideration inflations, rising construction costs, etc.  The prorated amounts were not included in this report. 

 

 

FISCAL ANALYSIS

 

None of the projects in this discussion are funded or are currently using money from the General Fund.  PRCS Commissioner may use this information when considering budget requests or budget changes from City Council.

That the Parks, Recreation and Community Services Commission:

 

Receive and file the project list with estimates for Tellefson Park.
