RECOMMENDATION

 

Staff recommends the City Council approve a second amendment to the on-call professional services agreement with Kreuzer Consulting Group for additional projects and related expenses.

 

 

BACKGROUND

 

On March 9, 2023, a Request for Qualifications (RFQ) # 2327 was released by the Public Works Department and advertised through PlanetBids for general civil engineering design services, traffic engineering services, construction management and inspection services, geotechnical and material testing services. Thirty-three (33) firms responded with their proposals. Staff reviewed and evaluated each of the firms’ RFQ’s using the following criteria:

 

                     Qualifications, experience, education, and technical training of personnel      proposed to provide the required services

                     The experience and record of success on comparable capital projects (general public works infrastructures, traffic signal, street, building facilities and streetlight improvements)

                     Proposed fee schedule for the firm’s personnel

                     Type of services required for Culver City's CIP projects

 

 

During the July 10, 2023 City Council Regular Meeting, 26 individual firms were approved for on-call professional services agreements with the City, including Kreuzer Consulting Group. Accordingly, the City entered an agreement with Kreuzer Consulting Group on September 9, 2024 (the “Agreement”).

 

On February 26, 2025, the parties executed an amendment to the Agreement with Kreuzer Consulting Group to correct an error in the original agreement that was drafted for a single project rather than as a master on-call agreement as approved by City Council.

 

 

DISCUSSION:

 

There is currently $11,440.50 available for the Agreement with Kreuzer Consulting Group, which the Parks, Recreation, and Community Services (PRCS) Department has confirmed with Public Works.

 

PRCS has received two quotes from Kreuzer consulting group totaling $49,680:

 

Culver Park Grading and Drainage Plan Redesign ($27,260):


The original engineering plans accounted for approximately 3,500 cubic yards of soil; however, current site conditions indicate approximately 10,000 cubic yards. PRCS evaluated alternatives, including off-haul and disposal of excess soil, but determined those options were not cost-effective. As a result, the Department proposes revising the grading and drainage plans to maximize on-site reuse of soil, thereby reducing project costs.

 

Culver Park West Slope Trail Conceptual Plans ($22,420):


This proposal includes preparation of conceptual designs and cost estimates for a pedestrian and hiking trail system on the west slope of Culver Park. The project is identified in the City’s Parks Plan, and PRCS intends to pursue grant funding through the Baldwin Hills Conservancy. The conceptual plans and cost estimates will establish a preliminary project scope and budget to support the grant application.

 

To proceed with both efforts, PRCS is requesting authorization to amend the contract to add these additional projects and utilize additional funding in the amount of the difference between the available balance ($11,440.50) and the total proposed work ($49,680), which equals $38,239.50, plus a 10% contingency ($3,824.50), for a total additional amount of $42,064.

 

 

 

FISCAL ANALYSIS

 

There is enough funding to cover the proposed costs in FY2025-2026 approved budget, CIP PP013 account 41980000.730100 and account 42080000.730100.

That the City Council:

 

1.                     Approve a second amendment to the on-call professional services agreement with Kreizer Consulting Group; 

 

2.                     Authorize the City Attorney to review/prepare the necessary documents; and

 

3.                     Authorize the City Manager to execute such documents on behalf of the City.
