RECOMMENDATION:
Staff recommends that the City Council award a construction contract to Eagle
Pump Services for the Culver City Park Booster Pump Replacement Project, P-922.
BACKGROUND/DISCUSSION:
There is an existing irrigation booster pump located in Culver CityPark. The booster
pump is required due to the elevation differential from the water main in Jefferson
Boulevard to the upper reaches of the park where there is a large demand for water
to irrigate the four ball fields.
The existing Aquavar constant-pressure-variable-flow booster pump system is
currently supporting the irrigation system at Culver CityPark. This booster pump
system is no longer being manufactured, and it is becoming increasingly challenging
to find replacement parts. Also, the water pressure in Golden State Water’s main
line in Jefferson Boulevard has dropped in recent years. As a result, the existing
booster pump cannot provide the necessary pressure to irrigate the entire park
sufficiently. Therefore, the replacement of the existing booster pump system is
critical to the daily operation of the irrigation system at Culver CityPark.
Park Maintenance Division staff has selected a modular booster vertical centrifugal
(MBVC) variable speed pump station manufactured by Watertronics as the
replacement booster pump system. This pump will provide energy efficient and
reliable water pressure to support the irrigation system at Culver CityPark.

Bid Process
The Engineer’s estimate for the project is less than $70,000. On June 28, 2011, an
informal bid process was initiated and staff prepared and issued a Request for Bids
for furnishing and installing the MBVC Variable Speed Pump Station. The Request
for Bids was sent to three (3) contractors that are approved installers for the selected
pumping system. On July 21, 2011, staff received the following bid proposals;

Staff reviewed the bid proposal of the apparent lowest bidder, Eagle Pump Services,
and found the bid responsive and complete. Eagle Pump Services has successfully
completed similar projects and is also a certified service provider for Watertronics,
manufacturer of the Booster Pump System.

MOTIONS:
That the City Council:
1) Award a contract toEagle Pump Services for the Culver City Park Booster Pump
Replacement Project, P-922, in the amount of $69,550.00, based on its base bid;
and,

2) Authorize the Public Works Director/City Engineer to approve change orders in
an amount not-to-exceed $6,955.00, if necessary; and,
3) Authorize the City Attorney to review/prepare the necessary documents; and,
4) Authorize the City Manager to execute such documents on behalf of the City.
