RECOMMENDATION:
Staff recommends the Redevelopment Agency Board approve a Request for
Proposals (“RFP”) for landscape architecture services for West Washington Area
Improvement Plan – Phase III and authorize the release thereof.
BACKGROUND:
In December 2007, the Culver City Redevelopment Agency Board (Agency
Board)approved a multi-phase Area Improvement Plan along West Washington
Boulevard (AIP) to improve the physical and economic quality of the area. A key
component of this AIP involves the installation of streetscape medians funded by the
Agency. While the Agency has proposed to fund the improvements, it will only do so
if the on-going median maintenance is carried out through an assessment district.
Both Phase I and Phase II project areas have successfully formed assessment
districts. Phase I is currently under construction and Phase II construction drawings
are being prepared. Landscape architecture services are now required to prepare
the conceptual plans for a proposed Phase III of the AIP.
DISCUSSION:
An RFP has been developed for the Agency Board’s review and, upon approval,
staff proposes that the RFP will be sent to a select group of landscape architects to
solicit responses. The scope of work for Phase III involves the continuation of the
programming developed in Phase I and Phase II and includes the preparation of City of Culver City, California

plans for multiple medians within the proposed Phase III area. Similar to the
previous phases, the proposed landscaping must be drought tolerant and low
maintenance.
Additionally, the scope includes the refurbishment and replanting of six existing
medians located near Wade Street where Washington Boulevard and Washington
Place converge. These medians function as a potential gateway to the AIP areas.
All the medians in the proposed Phase III - new and replanted - will include
uplighting or other lighting elements to illuminate the medians (i.e. palm trees) at
night. The goals of the median design are to beautify the area and complement
ongoing redevelopment efforts.
Should the Agency Board approve this RFP as recommended, the following
schedule shall apply to the RFP process:
• Proposals due - Monday, September 13, 2010.
• Interviews conducted - Wednesday, September 22, 2010.
• Agency consideration of contract award Monday - October 4, 2010
FISCAL ANALYSIS:
There is no fiscal impact caused by the approval and release of the RFP.

The Culver City Redevelopment Agency (“Agency”) is seeking proposals for landscape design
services for landscaped medians along a three block stretch of the West Washington Boulevard
commercial corridor designated as the “West Washington Area Improvement Plan—Phase III”.
This is the third phase of a multi-planned project located adjacent to key redevelopment parcels
between Beethoven Street and Centinela Avenue.
The project involves the installation of landscaped medians in the center of Washington Blvd. as
well as the replanting of six existing medians near the intersection of Washington Blvd. and
Washington Place. The objective of the Area Improvement Plan is to coordinate public and
private reinvestment in the area. Construction is underway for Phase I and construction docu-
ments are currently being prepared for Phase II.
LOCATION
The Area Improvement Plan is generally located on Washington Blvd., West of the 405, and East
of Lincoln Blvd. in Culver City. Specifically, Phase III is bounded by Wade Street on the West and
Boise Avenue on the East. Maps detailing the AIP Phases and project area are provided below.

The scope of work involves the continuation of the programming developed in Phase I and Phase II.
The work includes the preparation of plans and designs for multiple medians within the Phase III
Improvement Plan Area. The median planting must be drought tolerant and low maintenance, comple-
ment the median designs for Phase I and Phase II and the medians must comply with local traffic and
engineering guidelines.
Additionally, the scope shall include the refurbishment and replanting of six existing medians located
near Wade Street where Washington Blvd. and Washington Place converge. These medians function as
a potential gateway/connector to the different phases of the AIP areas.
All the medians - new and replanted shall include uplighting or other lighting elements to illuminate
the medians (i.e. palm trees) at night. The goal of the median design is to create a connection between
Phase I and II, beautify the area and complement ongoing redevelopment efforts. (See below)
The selected firm must coordinate design work with the Public Works Department, the City’s Traffic
Engineer and the City’s Landscape Architect.

All proposals must be on company letterhead, signed by a company officer, and include ALL of the
following information:
A summarized Scope of Work as provided above, with schedule for deliverables related to
design, construction document preparation, survey work, removal of trees, lighting, utility
research, restriping, and opinion of probable cost for construction and maintenance.
Illustrative materials that represent the design intent.
Proposed schedule for work
A not-to-exceed fee for all items in Scope of Work as well as an hourly fee for extra work as
requested by the Agency, both during and outside of normal business hours.
Three references, including a contact name, phone number and associated project.
Proposals received no later than Monday, September 13, 2010.
Interviews will be conducted on Wednesday, September 22, 2010.
