RECOMMENDATION

 

Staff recommends the City Council approve the final plans and specifications and authorize the publication of a Notice Inviting Bids for the Police Department Restroom Renovation Project, CIP No. PF020.

 

 

BACKGROUND

 

The Police Department Facility along Duquesne Avenue was originally constructed in the mid-1950s.  Due to the age of the plumbing infrastructure and the 24/7 use of the restrooms and showers, there are continuous plumbing breakdowns throughout the police building and the auxiliary building restrooms.  The plumbing lines for the sinks, toilets, and urinals are regularly clogged.  Shower stalls are inoperable for periods of time.  The bathroom tile on the floor and the restroom partitions between toilet rooms are in poor condition. 

 

The restroom rehabilitation Capital Improvement Project (CIP) was approved in the Fiscal Year 2018/2019 CIP Budget.  During the COVID-19 Pandemic, funding for the project was eliminated from the Fiscal Year 2020/2021 CIP Budget.  Due to the demand for functioning showers, sinks and toilets and the constant repair work needed on a regular basis, the CIP project was approved again in the Fiscal Year 2022/2023 CIP Budget. A remodel of the restrooms and locker rooms is needed to accommodate the staff, resolve the aging infrastructure within the building, and as an upgrade to meet current ADA standards.

 

In 2018, City staff issued an informal RFP for design services for the Police Department Locker Room and Restroom Project. Three (3) firms provided design proposals. The City selected Berliner Architect for the design services of the project.

 

The Scope of work for the project included:

 

-                     Full remodel of the men’s and women’s locker room restrooms on the 2nd floor; meeting ADA compliance, and adding an additional shower stall in the men’s locker room

-                     Full remodel of the men’s and women’s locker restrooms in the Auxiliary Building to gender-neutral locker rooms; meeting ADA compliance

-                     Upgrading two lobby restrooms to gender-neutral restrooms, ADA compliance, new finishes and fixtures

-                     New finishes of two sets of restrooms on the second floor, including new paint, lights, and fixtures

 

The engineer’s estimate for construction is approximately $500,000 - $600,000. City staff will work with the Police Department to prioritize spaces to be remodeled, pending available construction funding. Once construction bids are received, the actual fiscal and budget impact will be provided when staff recommends to the City Council an award of the construction contract. Construction is tentatively planned for Fall 2023 - Spring 2024.

The Project is funded by the City’s General Capital Improvement Funds as follows:

 

 

There is no fiscal impact created by the approval of the plans and specifications for the Project.
