RECOMMENDATION:
Staff recommends that the City Council: (1) accept the work performed by the
contractor, SuperTrap, Inc., (2) authorize filing a Notice of Completion; and (3)
authorize the release of the retention funds in the amount of $42,490.15 after the
expiration of the thirty-five day lien period for the Police Firing Range Rehabilitation
Project, P-832.
BACKGROUND:
In June 2003, the Police Firing Range located in the basement of the police building
at 4040 Duquesne Avenue was closed. The demolition and environmental
remediation of the Firing Range was completed in March 2005. A design-build
contract was approved in December 2006 and was subsequently terminated by the
City Council in August 2008 due to potential design deficiencies and projected cost
overruns. Upon the completion of re-design, on April 20, 2009, the City Council
approved a construction contract with SuperTrap, Inc. for the construction of the
Police Firing Range Rehabilitation Project, P-832. This phase of the project
consisted of the construction of overhead baffles, safety walls, bullet trap system,
ventilation equipments, lighting, fire and bullet protection system, noise reduction,
and office space modifications and renovations.

SuperTrap, Inc. successfully completed the work as required. The project schedule
was delayed by approximately two months due to mechanical equipment
manufacturer production delay. It should be noted that the contractor worked
cooperatively with the City to minimize cost overruns while delivering an excellent
finished product to the City. Public Works Department Engineering Division staff
conducted the construction management with the support from the consulting design
team and other City staff and building inspection was performed by the Building and
Safety Division.
The original approved contract amount was $736,302. Change Order No. 1 in the
amount of $68,000 was requested by the City to upgrade the mechanical system to
allow the flexibility to handle regular lead-containing ammunitions. Due to
unforeseen conditions, Change Order No. 2 in the amount of $8,450 was executed
to re-route the basement fire sprinkler system supply line to integrate it with the main
building fire line supply, as required by the Fire Department. The final construction
amount with SuperTrap, Inc. was $812,752. With this second change order, the
total contract amount exceeded the previously approved City Council spending
authority by $2,820.
FISCAL ANALYSIS:
The project is funded by the Asset Seizure Fund (Fund 416). There are sufficient
funds available in the remaining budget to cover the $2,820 that exceeded the City
Council approved contract amount. The Police Department proposes to use any
remaining budget balance for office furniture for the firing range.
MOTIONS:
That the City Council:
1) Accept the work performed by the contractor, SuperTrap, Inc., for the Police Firing
Range Rehabilitation Project, P-832; and,
2) Approve the final construction contract amount of $812,752 ($2,820 in excess of
the original authorized change order contingency amount of $73,630) with
SuperTrap, Inc; and,
3) Authorize the City Manager to execute the Notice of Completion and submit it to
the Los Angeles County Recorder’s office for recordation; and,
4) Authorize the release of $42,490.15 in retention funds to SuperTrap, Inc. following
the expiration of the 35-day lien period.
