RECOMMENDATION
Staff recommends the City Council authorize the release of a Request for Proposals (RFP) for the installation of 10 electric vehicle charging stations for use by City vehicles at the Transportation Facility.
BACKGROUND
The City of Culver City continues to explore new vehicle technologies in the effort to remove the City fleet from traditional petroleum fuel. Since 2014, the City has taken delivery of several types of electric vehicles that have since been integrated into the City’s fleet. As the City’s fleet continues to expand to include additional electric and partially electric vehicles, enhanced charging infrastructure is needed.
DISCUSSION
In order to promote the continued expansion of the City’s alternative fuel vehicle fleet, staff recommends that a request for proposal for the expansion and upgrade of electric vehicle charging infrastructure at the City’s Transportation Facility be released. Proposers will be required to do all site preparation work including, but not limited to trenching, removal of existing vehicle chargers, possible relocation of existing vehicle chargers, installation of conduit and electrical wire, potential upgrade of existing electrical infrastructure including panel additions and transformer replacements, and installation of vehicle chargers.
The expansion and upgrade of electric vehicle charging infrastructure is exempt from the formal competitive bid process, pursuant to Culver City Municipal Code Section 3.07.045.B. However, staff recommends that an RFP be released in this case in order to find the best price, quality and service for this upgrade project.
FISCAL ANALYSIS
There is no fiscal impact associated with the authorization to solicit proposals for the City. However, the ultimate award of a contract to a successful proposer will create a fiscal impact, at which time, staff will return to the City Council to request contact approval.
The City has secured $36,000 in matching grant funds from the Mobile Source Reduction Committee (MSRC) Clean Transportation Funding program and the South Coast Air Quality Management District for this project.
