RECOMMENDATION:
Staff recommends the City Council adopt a resolution authorizing the submission of
an application for a regional Used Oil Block Grant in conjunction with the Cities of
West Hollywood and Beverly Hills, and providing authorization to the City of Beverly
Hills to serve as the regional grant administrator for the next two years.
BACKGROUND/DISCUSSION:
The Westside Cities Solid Waste Task Force, comprised of the Cities of Culver City,
West Hollywood, and Beverly Hills, has participated in a Regional Used Oil
Recycling Block Grant for the past twelve years.
The Used Oil Recycling Program was established to educate the public about the
dangers of illegally dumping used motor oil into the environment and to give the Do-
It-Yourselfer (DIY) a convenient place to dispose of their used motor oil and filter.
Through the program, the City of Culver City, in cooperation with the cities of Beverly
Hills and West Hollywood, has established a network of Used Oil Collection Centers,
all certified by the State of California, to facilitate a used motor oil recycling and filter
exchange program. (Attachment 1)

The Filter Exchange Program allows DIY’s to exchange their used motor oil and filter
for a voucher to receive free motor oil and filter from a certified used oil recycling
center.
In addition to the certified recycling centers, the grant has also supplied the
necessary funds to host a high school video competition. High schools compete to
create a Public Service Announcement (PSA) that promotes used oil recycling and
storm water pollution prevention. Schools including the Culver City Academy of
Performing Arts and Video at Culver High School, West Hollywood Community Day
School, and Beverly Hills High School have all participated in past competitions.
The winning PSA’s are broadcast on cable stations in their respective cities.
FISCAL ANALYSIS:
The California Integrated Waste Management Board funds the Used Oil Recycling
Block Grant based on the population of the applicant cities. Staff approximates the
grant amount to be $30,000 for the 14
th
grant cycle, and will be administered by the
City of Beverly Hills.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CULVER CITY, CALIFORNIA, RELEASING CULVER CITY
FUNDING AVAILABLE UNDER THE USED OIL
RECYCLING BLOCK GRANT PROGRAM TO THE CITY OF
BEVERLY HILLS FOR A TRI-CITY PROGRAM.
WHEREAS, the people of the State of California have enacted the California
Oil Recycling Enhancement Act that provides funds to cities and counties for establishing
and maintaining local used oil collection programs that encourage recycling or appropriate
disposal of used oil, and
WHERAS, the California Integrated Waste Management Board has been
delegated the responsibility for the administration of the program within the state setting up
necessary procedures governing application by cities and counties under the program and
WHERAS, the regional applicant will enter into an agreement with the State
of California for implementation of a used oil collection program.
NOW THEREFORE the City Council of the city of Culver City, DOES
HEREBY RESOLVE as follows
1. The City Council of the City of Culver City authorizes the City of
Beverly Hills to submit a regional application to the California Integrated Waste
Management Board for the 2008/2009 Used Oil Recycling Block Grant on its behalf.
2. The City Council of the City of Culver City authorizes and empowers
the City of Beverly Hills to execute all necessary applications, contracts payment requests,

28agreements and amendments hereto for the purposes of security grant funds and to
implement and carryout the purposes specified in the grant application.
