RECOMMENDATION:
Staff recommends the City Council reject all bids for the construction of Sewer Main
Lining Rehabilitation Project (Phase II), P-906 & Lining of Abandoned 10" Force
Main on Braddock Dr., P-984.
BACKGROUND:
Trenchless construction technology is a new method to rehabilitate sewer mains with
minimum disruption to the public. Most of the sewer mains contained in this project
are located along the rear property line easements where they are difficult to access
and maintain. These sewer lines were constructed between the 1920’s and the
1940’s, and the video tape inspection showed root damage, protruding laterals, and
offset joints. Approximately 7.5 miles (out of the total 90 miles of city sewer mains)
are proposed to be rehabilitated as part of this sewer lining project.
On May 2, 2011, the City Council approved the final plans and specifications and
authorized the advertisement for bids.
DISCUSSION:
Construction Bids:
The combined project was advertized for construction bids in the local newspaper,
on the City’s website, and in trade journals. On August 25, 2011, the City Clerk’s City of Culver City, California

Office publicly opened bids. Three contractors responded with the following bid
amounts:

As part of bidding requirements, the bidders are required to submit qualification,
certification, and experience related to the sewer main, lateral, manhole and
pressured main lining work. The documents state that failure to submit satisfactory
supporting documents may result in the bidder being deemed non-responsive.
After the bid opening, the apparent second lowest bidder, Re-pipe, submitted a bid
protest claiming that Insituform’s bid proposal is not responsive because it did not
satisfy the requirements set forth in the instructions to bidders, (the requirement to
submit the qualification and experience documents related to the sewer lateral lining
system).
Insituform subsequently filed a bid protest against Re-Pipe and Sancon for lacking
specific pressure pipe lining experience as specified in the contract documents.
Staff reviewed all the bid forms, as well as the bid protests, and found that all the
Contractors have some missing information and/or lack the project experience in
one component or the other as described in the aforementioned bid protests.
Staff discussed the results of the bid with the City Attorney‘s office and it is mutually
agreed that it is in the City’s best interest to reject all bids at this time. Therefore,
staff is recommending the City Council, in accordance with its authority pursuant to
Section 3.07.075.E.1, reject all the bids.
Staff recommends that this project be combined with phase III of the easement
sewer lining project and bid out in the Spring of 2012. This project consolidation will
allow staff to focus on other high priority capital projects currently under construction.
In order to avoid a repeat result, the project requirements will be reduced but still
conform to national industry standards.
FISCAL ANALYSIS:
There is no fiscal impact associated with rejection of the bids.
