RECOMMENDATION:
Staff recommends the City Council accept the work performed by the contractor,
Imperial Paving Company, authorize filing Notices of Completion for Carson (Street)
Street Improvement Project, P-860, and Proposition 1B Bond Funds Street
Improvement Project P-903, and authorize the release of the $64,454.44 retention to
Imperial Paving Company, following the expiration of the 35-day lien period.
BACKGROUND:
On July 28, 2008, the City Council awarded a construction contract to Imperial
Paving Company for the Carson (Street) Street Improvement and Proposition 1B
Bond Funds Street Improvement Projects, P-860 and P-903.
The scope of work for these projects consists of the following:
Carson (Street) Street Improvement Project, P-860: Reconstructing the sidewalks,
driveways, curbs, gutters; a 2-inch grind and overlay of the street surface with new
rubberized asphalt concrete, and removing and replacing the existing street trees
(Ficus) with Chinese Flame Tree (36-inch box).
2008 Residential Street Overlay Project, P-863: The removal and the replacement of
failed pavement, grinding of 2-inches of the existing asphalt concrete pavement, and
paving of 2-inches of new rubberized asphalt concrete pavement on the following
streets:
1. Westwood Blvd between Dodson Way and Cota Street
2. Cota Street between Ocean Drive and Rhoda Way
3. Garfield Avenue between Huntley Avenue and Cul De Sac
4. Braddock Drive between Overland Avenue and Harter Avenue

DISCUSSION:
The Street Improvement Projects were successfully completed. The order of work
on the respective streets was as follows:

Imperial Paving Company completed the work required in the original contract with
one change order in the amount of $8,831.40. The change order was due to
unforeseen conditions, such as relocation of underground utility services and final
quantity adjustments as constructed to the original contract amount.
FISCAL ANALYSIS:
The original construction contract amount for both the Carson Street Improvement
and Proposition 1B Street Improvement Projects was $635,713.00. The final
construction cost was $644,544.40. This amount includes one change order in the
amount of $8,831.40 (1.4%).

to the Los Angeles County Recorder’s Office for recordation; and
