City of Culver City, California City Council Agenda Item Report RECOMMENDATION: Staff recommends that the City Council award a construction contract to DLSB, Inc. as the lowest responsive and responsible bidder to complete the necessary work for the Alley Reconstruction Project (P-295) located south of Washington Boulevard between Elenda Street and Midway Avenue. Also staff recommends an administrative budget transfer (per Budget Resolution) of $26,450 from the Residential Paving Program, P-863 to this Project (P-295). BACKGROUND: The Alley Reconstruction Project (P-295) is a capital improvement project that will alleviate drainage problems along the alley located south of Washington Boulevard between Elenda Street and Midway Avenue. Scope of Work The project will consist of constructing approximately 600 linear feet of 12-inch Polyvinyl Chloride (PVC) storm drain mainline, four (4) 24-inch by 24-inch catch basin inlets, and approximately 590 linear feet of a 48-inch wide longitudinal gutter. The new storm drain will be connected directly to an existing 30-inch Reinforced Concrete Pipe (RCP) storm drain mainline located along Elenda Street. Fulwood (09/19/07) City of Culver City, California City Council Agenda Item Report DISCUSSION: On August 30, 2007, the Deputy City Clerk publicly opened bids for this project. There were a total of ten (10) bid holders, and six (6) contractors responded with the following bid amounts: CONTRACTOR BID AMOUNTS 1 DLSB, Inc., Fontana, CA $ 69, 500 2 Montes Pacific Engineering, Oxnard, CA $ 71, 994 3 Sierra Engineering Constructors, Sylmar, CA $ 86, 597 4 Palp, Inc. dba Excel Paving Company, Long Beach, CA $120, 380 5 O’Duffy Construction, Romoland, CA $148, 900 6 Ramona Inc., Arcadia, CA $282, 600 Staff reviewed the lowest bidder’s bid proposal (DLSB, Inc.) and found the bid documents complete. The bonding information, contractor eligibility, and Worker’s Compensation Insurance were reviewed and determined to meet City requirements. DLSB, Inc. is currently working on the City’s Combined Sewer Improvement Project, which consist of sewer main and sewer house lateral replacements on ten (10) streets, totaling approximately 9,000 linear feet (1.7 miles). The Combined Sewer Improvement Project is approximately 60% complete with the anticipated completion date of mid November, 2007. Thus far, DLSB had performed all its contracted work on schedule and within the budget. City Staff has been satisfied with DLSB’s performance on the project and DLSB has been responsive to City Staff, local residents and business owners. DLSB has also successfully completed several projects for other municipal and county agencies, such as the City of Pico Rivera, Los Angeles County Department of Public Works and Riverside County Flood Control & Water Conservation District. A representative from the City of Pico Rivera indicated that the Company performed in a professional manner, was very responsive and highly recommended them for future projects. Also, the personnel in the company have many years of experience with pipeline construction working for other companies. Based on a careful review of DLSB’s bid documents, reference checks, personnel experience, and ability to meet bonding and insurance requirements, staff is recommending awarding the construction contract to DSLB, Inc. City of Culver City, California City Council Agenda Item Report Engineering Division staff will perform construction management and inspection for this project. Construction is expected to commence in October 2007 and be completed within 28 calendar days. FISCAL ANALYSIS: ESTIMATED PROPOSED PROJECT EXPENSES Alley Reconstruction Project $69, 500 Construction Management/Inspection (In-house) $0 Total Estimated Project Cost $69,500 Contingency (10%) $6,950 Total Estimated Project Cost (w/ Contingency) $76,450 Carryover funds were appropriated for the Alley Reconstruction Project Budget for the Fiscal Year 2007/08 with Community Development Funds (41700295) in the amount of $50,000. In order to sufficiently fund the estimated project expenses, staff proposes that $26,450 is transferred from the Residential Paving Program (42000863) to the Alley Reconstruction Project (42000295). Location Map MOTIONS: That the City Council: 1) Award a construction contract to DLSB, Inc. for the Storm Drain Reconstruction Project, P-295, based on its bid amount of $69,500; 2) Authorize the Public Works Director/City Engineer to approve change orders, if necessary, in an amount not-to-exceed $6,950.00; and City of Culver City, California City Council Agenda Item Report 3) Direct the City Attorney to prepare the necessary documents and authorize the City Manager to execute the documents on behalf of the City.
