RECOMMENDATION
Staff recommends that the City Council approve the final plans and specifications and authorize the publication of a notice inviting bids for construction of the Signalized Intersection Safety Improvement Project, PL013.
BACKGROUND/DISCUSSION
Culver City’s Local Road Safety Plan (LRSP) report was finalized in November 2021. The LRSP analyzed collision data over a five-year period citywide and identified the top high-risk intersections. Nine signalized intersections were identified to seek grant funding for safety improvements.
On March 23, 2022, the City received the Program Supplement Agreement from the State of California Department of Transportation (Caltrans) Highway Safety Improvement Program (HSIP) for the Unsignalized Safety Improvement Project. Improvements include new traffic signal hardware, installation of protected left-turn arrows, and implementation of leading pedestrian interval.
The locations included with this project are:
• Washington Boulevard at Beethoven Street
• Washington Boulevard at Overland Avenue
• Culver Boulevard at Sawtelle Boulevard
• Overland Avenue at Braddock Drive
• Overland Avenue at Virginia Avenue
• Jefferson Boulevard at Hetzler Road
• Centinela Avenue at Green Valley Circle
• Washington Boulevard at Inglewood Boulevard
• Washington Boulevard at Robertson Boulevard/Higuera Street
On March 23, 2022, the City received Program Supplement Agreements from Caltrans for the project which allocated the HSIP funding for the projects.
On July 11, 2022, the City accepted the HSIP grant funds.
Utilizing the Traffic Engineering on-call contract, a task order with KOA Corporation was issued in December 2022 to design the project.
FISCAL ANALYSIS
The engineer’s cost estimate for the project provided by the design engineer is $2.5 million. The Adopted Budget for Fiscal Year 2024-2025 includes sufficient funds to complete the project in CIP Account No. 423.CP.80000.730100.PL013 (Signalized Intersection Safety Improvements) which can be found in the Capital Improvements Summary by Project Type section of the budget book on page 475.
