City of Culver City, California City Council Agenda Item Report RECOMMENDATION: That the City Council adopt Resolution 2005-R___, re-affirming Mayor Albert Vera as Member and Councilmember Alan Corlin as Alternate, and appointing Jerry Fulwood, CAO, as substitute Alternate to the Independent Cities Risk Management Authority (ICRMA) Governing Board. BACKGROUND/DISCUSSION: The Independent Cities Risk Management Authority (ICRMA) is a Joint Powers Authority which provides risk management programs for liability, workers’ compensation, and property and earthquake coverage for its 29 member cities. The City of Culver City has been a member of the ICRMA since May 20, 1986. The ICRMA Bylaws require an elected official be appointed by resolution as the Member of the Governing Board of the ICRMA. An Alternate and substitute Alternate, who may be staff members, are appointed by resolution to act in the primary Member's absence. Governing Board Meetings occur on every other month during business hours (10am to 12pm). The current Member is Mayor Vera and the Alternate is Councilmember Corlin. The City's former Assistant Chief Administrative Officer, Deborah Fancett, is currently named as substitute Alternate Member to the Governing Board. Representation at Board and committee meetings is essential for Culver City to provide input into the structure and direction of ICRMA programs. Attendance at Board meetings is necessary in order to take full advantage of ICRMA’s services. For example, eligibility for the ICRMA Grant Fund Program is predicated on member cities having a voting member present to at least 66.75% of Governing Board meetings during the fiscal year. In the past, the City has used these grant funds to conduct an inventory of the City’s chemicals and receive training on Material Safety Data Sheet (MSDS) regulations, purchase a slips/trips/falls training program, and help fund a citywide Diversity Training workshop. The recent retirement of Ms. Fancett has left a vacancy for the substitute Alternate member. In order to help ensure that Culver City has representation at all Board meetings, staff requests that the Council consider appointing Jerry Fulwood, CAO, to serve the remainder of the 2005/06 term.
