RECOMMENDATION:
Staff recommends that the City Council award a construction contract to Pavement
Coatings Co., as the lowest responsive and responsible bidder, for the construction
of the 2012 Residential Slurry Seal Program, P-863.
BACKGROUND:
Slurry seal is a mixture of fine aggregates and emulsified asphalt which is spread in
a thin layer over existing asphalt pavements to prevent streets from deteriorating.
The process fills small cracks and provides a new wearing surface and is an
effective way to prevent water intrusion to the roadway base, thus helping to
preserve the pavement and extend its useful life. The process is performed through
a one-day operation with minimal inconvenience to residents. The Rubberized
Emulsified Asphalt Slurry (REAS) product to be used on this project is premixed at a
central plant to ensure consistent quality and uses crumb rubber from recycled tires
as one of the ingredients. The manufacturer estimates that approximately 1,000
waste tires will be recycled with the 4 miles of streets to be slurry sealed on this
project.
On March 26, 2012, the City Council approved the final plans and specifications for
this project and authorized advertising for construction bids. In selecting the streets for
this project, staff used the City’s Pavement Management System to identify streets that
had a rating that suggested a slurry seal would be an appropriate application to extend
pavement life. Staff also inspected each street to confirm this and make the final
selection. Slurry seal is part of the overall pavement preservation strategy to maximize
the life of streets with efficient use of limited resources. The following streets

DISCUSSION:
On April 26, 2012, the City Clerk’s Office staff publicly opened the bids. Two (2)
contractors responded with the following bid amounts:

Staff reviewed the bid proposal of the apparent lower bidder Pavement Coatings Co.
and found the bid documents responsive and complete. Its bid bond, contractor’s
license, qualifications, and worker’s compensation insurance were reviewed and
determined to meet City requirements. Pavement Coatings Co. has completed
similar projects for the City of Indio, City of Chula Vista, and City of San Marcos.
Staff recommends a 20% change order authority be granted to the Public Works
Director/City Engineer for unforeseen condition.
Should the City Council award the contract this evening, the construction is
anticipated to begin in June 2012 and be completed in July 2012.

Any funds remaining upon project completion will return to the Gas Tax Fund and be
available for other projects.
MOTIONS:
That the City Council:
1. Award a construction contract to Pavement Coatings Co., as the lowest
responsive and responsible bidder, in the amount of $359,550 for the
construction of 2012 Residential Slurry Seal Program, P-863; and,
2. Authorize the Public Works Director/City Engineer to approve change orders
to Pavement Coatings Co.’s construction contract for a not-to-exceed amount
of $71,450; and;
3. Authorize the City Attorney to review/prepare the necessary documents; and,
4. Authorize the City Manager to execute such documents on behalf of the City.
