RECOMMENDATION

 

Staff recommends the City Council: (1) ratify General Fund expenditures to HP Communications to provide fiber maintenance for Culver City-owned fiber networks used by Public Works and Information Technology; and (2) approve annual expenditures of $101,000 from the Public Works Department and $101,000 from Information Technology Department to HP Communications to provide fiber maintenance through March 31, 2028.

 

 

BACKGROUND/DISCUSSION

 

Culver Connect is the City’s municipal fiber open access network, designed to provide high-speed, high-quality internet service to the business community, the school district, and municipal operations. On June 27, 2016, the City Council awarded a contract to HP Communications (the lowest responsive and responsible bidder) for the construction of the Municipal Fiber Network (Network).

 

On July 11, 2016, the City Council approved a contract change order with HP Communications for network design enhancements and fiber infrastructure maintenance, funded through the Municipal Fiber Fund (Fund 205). On November 14, 2016, the City Council approved a construction contract with HP Communications for lateral construction of the Network. By July 2018, HP Communications completed the construction of the Network backbone, and Culver Connect was deemed operational.

 

Since then, HP Communications has continued to provide fiber infrastructure maintenance, fiber infrastructure locates, and network lateral construction. In 2021 and 2022, the City Council authorized the continuation of the partnership with HP Communications for lateral construction and fiber maintenance. In 2023, following a Request For Proposal process, a memo was issued by the then CIO, Michele Williams, and in accordance with the City Manager’s Network authority, the City extended the maintenance and construction of Culver Connect laterals with HP Communications.

 

Before the 2023 amendment, the Information Technology Department funded the maintenance and support of the City’s internal fiber network, which connects remote sites to the City Hall data center. Additionally, the Public Works Department paid to operate and maintain the City’s traffic signal and camera fiber network. To streamline costs, the 2023 amendment extended HP Communications' services to cover all City-owned fiber networks, including those managed by the Information Technology and Public Works Departments.

 

In previous fiscal years, Account No. 10160240.619800 (Public Works Electrical Maintenance - Other Contractual Services) and 10124100.619800 (Information Technology - Other Contractual Services) were used to cover their respective portions of fiber maintenance and support. At this time, staff recommends the City Council ratify the expenditure from Account No. 10160240.619800 (Public Works Electrical Maintenance - Other Contractual Services) and 10124100.619800 (Information Technology - Other Contractual Services) to HP Communications for services provided under the City’s existing agreement with HP Communications to provide fiber infrastructure maintenance for City infrastructure for the duration of the agreement.

 

 

FISCAL ANALYSIS

 

There is no additional fiscal impact, as the cost for these services are already included in Adopted Budget for Fiscal Year 2025-2025 in Account Nos. 10160240.619800 (Public Works Electrical Maintenance - Other Contractual Services), 10124100.619800 (Information Technology - Other Contractual Services) and 10124100.600200 (Information Technology - R&M Equipment) which can be found respectively on pages 422 (Public Works section) and 212 (Information Technology section) of the budget book.
