RECOMMENDATION
Staff recommends the City Council (1) adopt a resolution (A) adopting parking policies and rates for City-owned and/or operated parking facilities (Facilities) located throughout the City; and (B) rescinding Resolution Nos. 2012-R010 and 2016-R011; and (2) authorize an estimated refund of approximately $2,520 for tandem parking space rates for the Canfield lot for the months of May through August of 2016.
Staff recommends the Culver City Parking Authority (Parking Authority) Board adopt a resolution (1) adopting parking policies and rates for Parking Authority-owned and/operated parking facilities located throughout the City; and (2) rescinding Resolution No. 2012-PA001.
BACKGROUND
The former Culver City Redevelopment Agency (CCRA) approved (on September 2, 2003) and amended (on December 19, 2005) comprehensive parking policies for all CCRA-owned and/or operated parking facilities in the City. The former CCRA adopted uniform parking rates and implemented policies for the parking management program. But even with such rate changes, the parking management program was operating at a deficit. In 2005, after two years of implementation and operation, including a review of expenditures and revenues, the Agency adopted changes to the parking rates and policies to assist in reaching revenue neutrality. The parking policies included changes to metered parking rates, penalties, validation rates along with monthly parking rates.
In 2010, Walker prepared a Comprehensive Downtown Parking Study (Study) of the parking facilities in the Commercial Downtown Zoning District (CD Zone), including the Watseka and Ince parking structures and the Canfield parking lot, analyzing the parking supply, demand and operations, and recommending the implementation of fee changes.
In 2012, with the dissolution of the CCRA and creation of the Successor Agency to the Culver City Redevelopment Agency (Successor Agency), former CCRA-owned and/or operated parking structures and surface parking lots transferred to the Successor Agency, the City and/or the Parking Authority, and the implementation of the recommendations of the Study were put on hold until a final resolution of the ownership of the Successor Agency’s and City’s parking structures and other parking assets was approved by the State Department of Finance (DOF). In the interim, on January 23, 2012, the City Council and Parking Authority Board, respectively, adopted Resolution No. 2012-R010 and Resolution No. 2012-PA001, adopting fees for the various parking structures and surface parking lots within the City, which fees superseded and replaced the Parking Policies established by the former CCRA.
On March 18, 2014, the DOF approved the Successor Agency’s Long Range Property Management Plan, which approved the disposition and transfer of all parking structures and surface parking lots to the City.
In May 2015, Walker updated its Study (Study Update), analyzing current parking conditions in the CD Zone and finding that parking demand, along with the City’s economic growth has impacted the availability of parking spaces to accommodate parking needs. Thus, adjustments to parking rates for additional parking structures and lots in downtown were recommended.
On January 25, 2016, the City Council adopted revised parking rates for the downtown parking structures, which provided transient parkers one hour of free parking and a $1.00 charge thereafter for each 30 minutes up to a daily maximum of $14.00. Monthly parkers were required to pay $120 per month for seven-day access. The new rates were memorialized in Resolution 2016-R011 and became effective May 1, 2016.
DISCUSSION
City Council
In April 2016, Walker was asked to prepare recommended rates for the items below. The rates are intended to maximize the availability of parking and improve the efficiency of the City’s parking operations.
• Monthly parking in the Venice, Virginia, Canfield, 3727 and 3757 Robertson Boulevard parking lots
• Transient parking in the Virginia parking lot;
• Tandem spaces in various locations;
• Film and events;
• Validations; and
• Meters in the 3719 Robertson Boulevard parking lot.
It is recommended that the parking rates established by Resolution 2016-R011 be further updated, based on the following recommendations from Walker:
• $120 per month (7 days/week) for single spaces in the Canfield parking lot;
• $90 per month (7 days/ week) for single spaces in the 3727 Robertson Boulevard and 3757 Robertson Boulevard parking lots;
• $150 per month for tandem spaces in the Canfield and 3757 Robertson Boulevard parking lot;
• $60 per month (7 days/week) for single spaces in the Venice parking lot (Note: Walker’s recommendation was $45/month; however staff is recommending maintaining the existing $60/month rate in order to avoid an increase in demand, given that this lot is being used for downtown valet and Culver Hotel replacement parking during the construction of the Parcel B/ Combined development.);
• $100 per month (7 days/week) for single spaces in the Virginia parking lot;
• $9 per day for transient spaces in the Virginia parking lot;
• $9 per day for film and events;
• Validations to be equal to the rate charged in a parking facility where the validation is being redeemed e.g., $1 for each 30 minutes in the Watseka, Cardiff and Ince Parking Structures and $1 per hour in the Virginia Parking Lot.; and
• $0.25 per hour for meters in the 3719 Robertson Boulevard parking lot. Walker further recommends that the City complete the improvements planned for the 3719 Robertson Lot (slurry sealing, new fencing, new landscape, new signs) and revisit the parking rate three months later in order to determine if a rate adjustment is needed. In the event an adjustment is necessary, staff will return to the City Council with an updated Resolution.
Should the City Council adopt the proposed fees, the new rates would become effective September 1, 2016 and, on the same date, Resolution Nos. 2012-R010 and 2016-R011 shall be rescinded.
The proposed Resolution also incorporates the updated parking policies previously adopted by the former CCRA Board.
It should be further noted that an oversight by staff in the Resolutions adopted on January 26, 2016 resulted in establishing the $120 monthly parking rates, but no monthly tandem parking space rates being established. As a result, tandem spaces in the Canfield lot have been charged at $240 ($120 x 2 spaces). This was not staff’s intention due to the restricted access of these spaces. Staff is proposing that the City Council authorize refunding $90 per space, per month for the tandem spaces billed in May, June, July and August of 2016.
Parking Authority
It is anticipated that at some point one or more of the City’s parking assets may be transferred to the Parking Authority. At this time it is not known if or when that might occur. However, in anticipation of such action, staff recommends the Parking Authority Board adopt its own Resolution adopting the same parking policies and rates, so that it will be in place in the event of a property transfer in the future.
FISCAL ANALYSIS
The revenue will be used to offset on-going and future operational, capital, and maintenance costs of the Facilities. The estimated refund for the tandem parking spaces for the Canfield Lot is approximately $2,520.
