RECOMMENDATION

 

Staff recommends that the Equity and Human Relations Advisory Committee (EHRAC) (1) receive and file a report from the Indigenous Peoples’ Day Ad Hoc Subcommittee; (2) discuss and, if so desired, approve the report’s recommendations; and (3) determine next steps, as deemed necessary.

 

BACKGROUND

 

At the June 25, 2024, Special Meeting, discussion ensued surrounding the Biannual Report. Member Rona opened discussions surrounding an Indigenous Peoples’ Day Event/Celebration.

 

Indigenous Peoples’ Day was not included in the Public Events and Budget Committee and was, thus, excluded from the biannual report. However, EHRAC achieved consensus to discuss and determine the potential for hosting an Indigenous Peoples’ Day Event/Celebration at the July 23, 2024, EHRAC Regular Meeting.

 

At the July 23, 2024, Regular Meeting, EHRAC achieved consensus to move forward with the following:

1.                     Creating an Indigenous Peoples’ Day Event;

2.                     Creating an Ad Hoc Subcommittee dedicated to producing the Indigenous Peoples’ Day Event;

3.                     Appointing Members Rebecca Rona and Ifunanyachukwu Nweke thereto; and

4.                     To hear a report from the Indigenous Peoples’ Day Ad Hoc Subcommittee at the August 27, 2024, Special Meeting.

 

At the August 27, 2024, Special Meeting, the Indigenous Peoples’ Day Ad Hoc Subcommittee presented its report (Attachment 2) and EHRAC achieved consensus to move forward with the report’s recommendations and to hear a report from the Indigenous Peoples’ Day Ad Hoc Subcommittee at the September 17, 2024, Special Meeting.

 

It should be noted that the August Indigenous Peoples’ Day Ad Hoc Subcommittee report referred to utilizing a voiceover reciting language that mirrored the EHRAC approved proposed statement of Land Acknowledgement. Staff advised EHRAC and the Indigenous Peoples’ Day Ad Hoc Subcommittee at the August 27, 2024, Special Meeting, and in subsequent communications, that the proposed language mirroring the proposed statement of Land Acknowledgement could only be utilized if and after it was approved by the City Council. 

 

In the event that EHRAC’s proposed Statement of Land Acknowledgement is not approved by the City Council, Staff recommended developing an alternate statement for the voiceover for the Indigenous Peoples’ Day video reel that would focus on honoring Indigenous Peoples’ Day rather than include language that could be perceived as an official City of Culver City statement and/or policy.

 

 

DISCUSSION

 

Review and discussion of the September 6, 2024, Indigenous Peoples’ Day Ad Hoc Subcommittee report (Attachment 1) and the two options presented within the report. The options are as follows:

 

1.                     If the EHRAC proposed Statement of Land Acknowledgement is approved by the City Council at its September 23, 2024, Meeting, the video would include primarily the language of the statement of Land Acknowledgement, with the potential for the inclusion of supplemental language; or

 

2.                     In the event that the ERHAC proposed Statement of Land Acknowledgement is not approved by the City Council, and/or if ERHAC so desires, the video would include language other than that of the EHRAC proposed Statement of Land Acknowledgement as detailed in the Indigenous Peoples’ Day Ad Hoc Subcommittee report or otherwise that honors Indigenous Peoples’ Day.
