Kimball) (03/17/10) City Manager Approval: Mark Scott (03/10/17) RECOMMENDATION: Staff recommends that the City Council adopt a resolution approving the use of Proposition 1B – Local Streets and Roads Improvement, Congestion Relief, and Traffic Safety Account Funds, for Capital Improvement Projects on the following streets: Adams Boulevard, Barman Avenue (from Overland Avenue to Coombs Avenue), East Boulevard, Eastham Drive (from Higuera Street to Steller Drive), Girard Avenue, Jean Place, Lenawee Avenue (from northerly city limits to Ivy Way), Motor Avenue (from Culver Boulevard to Braddock Drive), Pearson Street, Perry Drive, and Washington Place (from Sepulveda Boulevard to Sawtelle Boulevard). BACKGROUND: In 2006, California voters approved Proposition 1B which authorized the issuance of $19.925 billion in bonds to fund a variety of transportation projects. This included $2 billion for cities and counties to fund the maintenance and improvement of local transportation facilities. As required, in February 2008, the City Council adopted a resolution approving the use of the first of two allocations of Proposition 1B funds for pavement improvements on various streets throughout the City. The total allocation was $656,111.15. These funds have been expended. City of Culver City, California Agenda Item Report DISCUSSION: The State has informed the City that the second and remaining allocation to Culver City may be available in the near future after the sale of bonds. The total amount is $606,427.82. Taking into consideration recommendations from the pavement management system program, field reports from Public Works Department staff, and requests from residents, the City Engineer reviewed and selected the following streets for improvement: 1. Adams Boulevard 2. Barman Avenue (from Overland Avenue to Coombs Avenue) 3. East Boulevard 4. Eastham Drive (from Higuera Street to Steller Drive) 5. Girard Avenue 6. Jean Place 7. Lenawee Avenue (from northerly city limits to Ivy Way) 8. Motor Avenue (from Culver Boulevard to Braddock Drive) 9. Pearson Street 10. Perry Drive 11. Washington Place (from Sepulveda Boulevard to Sawtelle Boulevard). The scope of work for the project consists of grinding two (2) inches of existing asphalt pavement and replacing it with paving fabric and 2 inches of new asphalt. Staff recommends that the City Council approve the aforementioned list of streets to be funded with Proposition 1B funds for local road improvements. Upon receipt of these funds, staff will advertise the project for construction bids. It is not known at this time when the funds will be disbursed as it is contingent upon the successful sale of State bonds. FISCAL ANALYSIS: To receive funds, the California Department of Finance must accept the plan and then notify the State Controller’s office. The funds will be disbursed after the sale of bonds. Once these funds are received by the City and the work is bid out, staff will request a budget amendment to appropriate the funds in P-903 - Proposition 1B Bond Fund Street Improvements (42900903). The use of Proposition 1B funds will help reduce deferred maintenance on City streets by using voter approved State bond funds to supplement and leverage City General funds ($225,000) and Proposition 42 funds ($367,554) appropriated in FY City of Culver City, California Agenda Item Report 2009-10. Nevertheless, there continues to be approximately a $20 million backlog in street improvements in the City. ATTACHMENT: 1. ROADS FUNDING PROPOSALS. WHEREAS, on November 7, 2006, the voters of the State of California passed Proposition 1B, which authorized the State of California to issue $19.9 billion general obligation bonds to fund state and local transportation improvements and related projects; and WHEREAS, the City of Culver City's remaining share from this funding source is $606,427_82 to improve and maintain local streets and roads in the City; and WHEREAS, the State Department of Finance requires cities to submit a plan of City Council approved projects to be funded by this source. NOW, THEREFORE, the City Council of the City of Culver City, California, DOES RESOLVE as follows: 1.
