RECOMMENDATION

 

Staff recommends that the Bicycle and Pedestrian Advisory Committee (BPAC) reconsider creation of the Ballona Creek Bike Path Ad-Hoc Subcommittee, potentially create two Subcommittees with defined objectives, and appoint Members.

 

 

BACKGROUND

 

The Ralph M. Brown Act (Brown Act) defines the differences between a “Standing Subcommittee” and an “Ad Hoc Subcommittee.” In summary, Standing Committees are required to comply with the provisions of the Brown Act (including public notification and public participation), while Ad Hoc Subcommittees are not subject to those requirements. A standing committee has a continuing subject matter jurisdiction, or a meeting schedule fixed by charter, ordinance, resolution, or formal action of a legislative body. Whereas, in general, an Ad Hoc Subcommittee serves only a limited or specific purpose, is not perpetual, and is dissolved when its specific task is completed or time period expires.

 

 

DISCUSSION

 

At the July 18, 2024 meeting, BPAC members discussed forming a new subcommittee to focus on topics related to the Ballona Creek Bike Path, discussed which members might be interested in appointment, and received consensus for agendizement.

 

At the September 19, 2024, meeting, BPAC members discussed creating more than one subcommittee to focus on the multiple topics related to the Ballona Creek Bike Path, but in the end approved establishment of one subcommittee and appointed members: Travis Morgan, Hunter Salem, and Dane Twitchell.

 

Staff recommends that BPAC reconsider the formation of the single subcommittee and consider instead forming two subcommittees as described below. BPAC may choose to keep the current subcommittee as is or dissolve the current subcommittee and re-form one or more new subcommittees.

 

The objective of the Ballona Creek Bike Path “Projects” Ad Hoc Subcommittee would be to engage with staff and the community regarding the upcoming Ballona Creek Bike Path Sustainability and Accessibility Project and proposed projects to extend the Bike Path and add a ramp and bridge at Ince Blvd, as well as other large-scale improvement projects. Creation of this subcommittee would be from October 24, 2024 through the completion of the Ballona Creek Bike Path Sustainability and Accessibility Project. Staff recommends appointment of two members to the Subcommittee if created.

 

The objectives of the Ballona Creek Bike Path “Mobility” Ad Hoc Subcommittee would be to engage with staff regarding maintenance, safety concerns, and mobility challenges along and around the Bike Path, recommend improvements, and engage generally with members of the Culver City community regarding bike and pedestrian topics relating to the Bike Path. Creation of this subcommittee would be from October 24, 2024 through June 30, 2025. Staff recommends appointment of two members to the Subcommittee if created.

 

Other Subcommittees: If BPAC members wish to dissolve or amend current Subcommittees or create other new Subcommittees, they may at this time, or at any future meeting, propose and receive consensus to agendize such action at a future meeting.
