BACKGROUND
 
At the January 20, 2022 meeting of the Bicycle and Pedestrian Advisory Committee (BPAC), an Ad Hoc Subcommittee was formed to develop draft bylaws for the BPAC, and included BPAC members Michelle Weiner, Art Nomura, and Robyn Tenesap. With staff support, a first draft of the bylaws was developed by the Subcommittee and submitted to the City Attorney and the City Clerk for input and editorial review. A new draft was then developed by staff incorporating the recommendations and requirements of the City Attorney and the City Clerk. BPAC Bylaws Second Draft was presented for review at the February 16, 2023 BPAC meeting. 
 
Further discussion and approval was agendized for the April 20, 2023 BPAC meeting, which will include setting a regular meeting day and time.

RECOMMENDATIONS
 
Staff recommends that BPAC review the BPAC Bylaws Second Draft, discuss the provisions, make recommendations to staff regarding changes, and approve BPAC Bylaws Second Draft with or without changes. After making any approved changes, staff will submit the final draft for review by the City Attorney and the City Clerk and then return to BPAC for final consideration and passage.
 
Staff further recommends that BPAC approve a regular meeting schedule as part of the BPAC Bylaws Second Draft, but to be implemented immediately.
