Nachbar (02/18/14) RECOMMENDATION: It is recommended the City Council consider naming of seat in the Mike Balkman Council Chambers in honor of Culver City resident Kay Lyou and, if desired, direct the City Manager as deemed appropriate. BACKGROUND AND DISCUSSION: At a previous City Council meeting, the City Council provided consensus to consider this item. In preparation for this item, staff reviewed City Council Policy Statement 2006-01 “Naming of City Facilities” (attached hereto). In accordance with City Council Policy 2006-01, the proposed naming would fall under the category of a commemorative naming, for which the individual would need to have made “extraordinary contributions to the community, which have been consistent and continuous over a considerable period of time” and “be deceased for a period of at least one year prior to the initiation of the naming process.” The request seems to comply with those criteria. Staff has received a number of e-mails on this subject which are provided as an attachment. Similar e-mails in support of the re-naming were provided some months ago by former Council Member/Mayor Steven Gourley and Carol Gross but, unfortunately, cannot be located. Additionally, some information on Ms. Lyou and her contributions to the City provided by Ms. Linda Shahinian is also provided. City of Culver City, California Agenda Item Report FISCAL ANALYSIS: Should the City Council determine to approve this renaming, a small plaque will be created and affixed to a seat in the Mike Balkman Council Chambers.
