RECOMMENDATION:
Staff recommends the City Council approve the plans and specifications and
authorize the advertising for construction bids for the Culver City Transfer Station
Tipping Floor Repair Project and authorize staff to solicit construction bids.
BACKGROUND:
The City owns and operates a solid waste transfer station. Solid waste collected
by the City’s Sanitation Division trucks is transferred to tractor/trailers at the facility
for ultimate disposal at the Puente Hills landfill. Roll-off service, green waste
processing, and all other Sanitation Division functions are also based at this
facility.
The transfer station is a two-story reinforced concrete structure located adjacent to
Ballona Creek at 9255 Jefferson Boulevard. Sanitation Division collection trucks
dump their loads on the upper level tipping floor and a large tractor loader pushes
the material through an opening in the tipping floor into Sanitation Division transfer
trucks parked on the lower level. These loading activities wear the surface of the
tipping floor requiring that the floor be repaired from time to time to maintain its
structural integrity.

Presently, the tipping floor surface is showing significant wear and it is
recommended that a repair effort be conducted at this time.
The recommended repair consists of the application of a special high-strength
concrete overlay over worn portions of the tipping floor to restore floor thickness. A
complete set of plans and specifications is available for review at the City Clerk’s
Office in City Hall.
FISCAL ANALYSIS:
Funding for the project is included in the Refuse Fund’s adopted 2008-09 Budget
(Account No. 20267300).
