RECOMMENDATION
Staff recommends the City Council (1) adopt a resolution approving a three (3) year Memorandum of Understanding (MOU) with the Culver City Fire Management Group beginning retroactively on July 1, 2025, and ending on June 30, 2028 (Attachment 1); and (2) adopt a resolution approving a three (3) year Memorandum of Understanding (MOU) with the Culver City Firefighter’s Association beginning retroactively on July 1, 2025, and ending on June 30, 2028 (Attachment 2).
BACKGROUND/DISCUSSION
There are six recognized bargaining units within Culver City which represent City employees on items pertaining to wages, hours, and other terms and conditions of employment. The Culver City Fire Management MOU, which outlines negotiated salaries, benefits and terms of employment, expired on June 30, 2025.
The Culver City Fire Management MOU being presented to the City Council for consideration and recommended approval includes the following essential changes (see Attachment 3 for MOU in track changes):
Culver City Fire Management Group (FMG)
• Term: Three (3) year term beginning retroactively on July 1, 2025, and ending on June 30, 2028.
• Title Change - Article One, Section I: The title of Assistant Fire Chief will change to Deputy Fire Chief.
• Add Wildland Fire Safety Training Annual Refresher (WFSTAR) Certificate Pay equal to four percent (4%) of base salary for FMG members who earn a certificate upon completion of the annual RT-130 effective the first full pay period after July 1, 2025.
• Increase the WFSTAR Certificate Pay by three percent (3%) of base salary for FMG members who earn a certificate upon completing the annual RT-130 effective the first full pay period after July 1, 2026, for a new total of seven percent (7%).
• Increase the WFSTAR Certificate Pay equal to three percent (3%) of base salary for FMG members who earn a certificate upon completing the annual RT-130 effective the first full pay period after July 1, 2027, for a new total of ten percent (10%).
o The WFSTAR Certificate pay will be reported to CalPERS as special compensation pursuant to the California Code of Regulations (CCR), Section 571.
• Article Three, Section 1, Management Incentive Pay: Include the Battalion Chief classification within the classifications eligible for this pay.
• Increase and Change to the Cafeteria Benefit Plan - Article Four, Section II: Effective July 1, 2026, Kaiser Region 3 Premium will be added as a benchmark for all three coverage tiers plus one hundred dollars ($100) for Dental Vision as well as to cap the opt-out amount for members who qualify at six hundred dollars ($600).

• Term: Three (3) year term beginning retroactively on July 1, 2025, and ending on June 30, 2028.

FISCAL ANALYSIS
The Adopted Budget for Fiscal Year 2025-2026 includes sufficient appropriations to cover these agreements.
• The additional cost of the FFA MOU in the first year is approximately $401,800.
• The additional cost of the FMGT MOU in the first year is approximately $117,140.
Future year costs will be included in future fiscal year budgets.
