RECOMMENDATION
Staff recommends that the Civil Service Commission approve the revised recruitment bulletin for Laborer.
BACKGROUND/DISCUSSION
The Laborer positions perform routine unskilled laborer tasks. Positions may be assigned to support operations in the Street Maintenance Division or the Environmental Programs and Operations (EPO) Division of the Public Works Department.
Recruitment Bulletin
The recruitment bulletin reflects the necessary recruitment information, minimum requirements, the examination components. The proposed changes to the recruitment bulletin in Attachment 1, Proposed Revised Recruitment Bulletin for Laborer, reflect updated distinguishing job duties assigned to the Maintenance Operations Division and the EPO Division. In addition, the licenses and certificates are being updated to include the requirement of a valid California Class C driver license. In addition, the Laborer position reporting structure has been updated to receive supervision from a Crew Leader or Supervisor depending upon the task.
Bargaining Unit Representation
This classification is represented by the Culver City Employees Association (CCEA). CCEA has been notified of the revised classification specification for their information.
AUTHORITY
The Commission’s authority to approve new or revised recruitment bulletins is outlined in the Civil Service Rules (CSR) 6.4:
6.4 Commission Approval: Where an examination is required, the Human Resources Director shall prepare a Job Bulletin and forward it to the Commission for approval. It shall not be necessary to obtain additional Commission approval of a Job Bulletin if there have been no changes in the minimum requirements, or examination components
