City of Culver City, California City Council Agenda Item Report RECOMMENDATION: That the City Council either submit a list of nominees ranked in priority order to Governor Schwarzenegger for the Baldwin Hills Conservancy (BHC) Board of Directors, or provide other direction to staff. BACKGROUND: On several occasions, over the past few months, the CAO spoke with Governor Schwarzenegger’s Deputy Appointments Secretary. A decision had been made to give the City a choice as to either resubmit the name of the City’s current BHC Board Member for reconsideration by the Governor, or have the City Council submit and rank three recommended applicants for consideration. Therefore, in August notices were run in local papers to seek interested candidates to be Culver City’s representative to the BHC. The City Clerk’s Office received five (5) eligible applications (Attachment 1) for the BHC Board Member Position and confirmed their status as registered voters in the City of Culver City. The following applicants are listed alphabetically: 1. Lloyd Dixon 2. G. Allan Kingston 3. Mim Shapiro 4. Mary Ann Webster 5. Marta V. On September 21, 2005, the City submitted a letter (Attachment 3), signed by the Mayor, addressed to Governor Schwarzenegger, stating Council’s position to resubmit Ms. Zaragoza’s name for reappointment consideration to the BHC Board of Directors. On October 5 and 7, 2005, the City received letters (Attachments 4 and 5) from Governor Schwarzenegger’s Office thanking the City for writing to recommend Ms. Zaragoza for appointment and noting that she would receive full consideration for an appointment. During this time there were additional questions raised by Vice Mayor Silbiger as to the appointment process relating direction given by the Governor’s Office. Vice Mayor Silbiger spoke with the Governor’s Deputy Appointments Secretary, who now feels there was a misunderstanding and that the City needs to submit three names of nominees and rank them in priority order. More information is contained in Attachment 6. DISCUSSION: Due to the apparent miscommunication between the City and the Governor’s Office, staff recommends that the City Council submit a list of three names ranked in priority order, via Resolution (Attachment 7), or discuss further options to direct staff.
