RECOMMENDATION
Staff recommends the City Council (1) approve an amendment to the Westside Cities Council of Governments (WSCCOG) Joint Powers Authority (JPA) Agreement; and (2) provide direction to the City’s Representatives on the WSCCOG Board as deemed appropriate.
BACKGROUND/DISCUSSION
The WSCCOG is comprised of the Cities of Beverly Hills, Culver City, Santa Monica and West Hollywood in addition to portions of the City and County of Los Angeles. The WSCCOG was originally formed to address the growing need for these jurisdictions to develop and implement their own subregional policies and plans, which required a more representative and formalized structure. As such, the founders of the WSCCOG determined that a subregional organization was required to assist in planning and coordinating among the Westside cities for the furtherance of the public interest, necessity, and convenience.
On June 25, 2016, the WSCCOG Board discussed an amendment to the 2007 WSCCOG Joint JPA agreement (Attachment 1) to allow member representatives to designate a non-elected official member as Alternate Representative as a means to increase participation from all member entities at the WSCCOG regular board meetings.
The Board discussed the following three alternatives:
1. Alternative #1: Permit a member entity to designate a non-elected official or staff member as an alternate voting member; or
2. Alternative #2: Designate a non-elected official member as an ex-officio member; or
3. Alternative #3: Allow Board Members to participate in board meetings via Teleconferencing.
The Board discussed all three alternatives and approved the recommendation to allow only the County of Los Angeles to appoint a staff person as the Alternate Representative. The Board directed WSCCOG Counsel to draft language on the proposed amendment to the JPA Agreement for the member cities to recommend to their respective legislative bodies to take action and approve the amendment (Attachment 2). The amendments are reflected in the following sections:

According to Section 23 of the JPA amendment, the agreement may be amended at any time with the consent of a majority of the WSCCOG Members by a majority vote of the legislative body of each Member.
The City Council Representative to the WSCCOG Board is Council Member Sahli-Wells, and the Alternate Representative is Mayor Clarke. The City Council’s action on this item will serve to inform the Representatives in advance of the September 15, 2016 WSCCOG Board meeting, when this item will be considered by the Board Members.
FISCAL ANALYSIS
There is no fiscal impact for the City Council to take action on this item.

2. Provide direction to the City’s Member and Alternate Member to vote accordingly at the WSCCOG Board Meeting; or
3. Provide alternate direction to the City’s WSCCOG representatives as deemed appropriate.
