RECOMMENDATION

Staff recommends the City Council authorize the donation of retired Self-Contained Breathing Apparatus (SCBA) equipment to the Oxnard College Regional Fire Academy.

BACKGROUND/DISCUSSION

Recently, the Culver City Fire Department (CCFD) replaced 75 SCBA packs, 102 SCBA bottles, 70 SCBA masks, and 64 voice amplifiers through the asset replacement fund. The SCBA equipment has reached its useful life for field use but may still be used for training purposes.

Due to limited funding, regional pre-service fire academies require donations to help equip students in learning about a career with the fire department. The cost of this equipment can be very expensive and carry a financial burden incurred by the various community colleges that have onsite academies. Many members of the CCFD currently work in different capacities within these schools around Southern California. While providing its expertise and donated equipment, the CCFD would continue its reputation of positively influencing the community while further enhancing the students’ experience in their pursuit of a career in the fire service.

The Oxnard College Regional Fire Academy is an accredited Regional Training Program (ARTP) as designated by the Office of the State Fire Marshal and is authorized to deliver various courses leading to Fire Fighter certifications, among other certifications. Graduates are employed in many departments throughout California. Accordingly, repurposing the retired SCBA equipment for use in the ARTP would serve an important public purpose.

The City will require the Oxnard College Regional Fire Academy to execute a donation agreement, which will include a release of the City’s liability, prior to the transfer of the SCBA equipment.

FISCAL ANALYSIS

Should the City Council authorize the donation of the SCBA equipment to the Oxnard College Regional Fire Academy, the City would save $1,500 on disposal costs.
