RECOMMENDATION

 

Staff recommends that the City Council adopt a resolution to include Buckingham Parkway between Green Valley Circle and Hannum Avenue on the list of projects to be funded by the 2017 Road Repair and Rehabilitation Act’s Road Maintenance and Rehabilitation Account (RMRA) for Fiscal Year 2025-2026.

 

 

BACKGROUND/DISCUSSION

 

On April 28, 2017, Governor Edmund G. Brown Jr. signed Senate Bill 1 (SB 1), also known as the Road Repair and Accountability Act, into law.  SB 1 was adopted in response to California’s significant funding shortfall for maintaining roads, freeways, and bridges throughout the State.

 

The California Transportation Commission (CTC) oversees several SB 1-funded programs, including the State’s Road Maintenance and Rehabilitation Account (RMRA). A portion of funds from SB 1 is deposited annually into the RMRA for the maintenance of local streets and roads.  To receive funding from the RMRA, the City must submit a list of projects to be funded with these funds to the CTC.  The list of projects must be adopted by resolution of the City Council at a regular public meeting each fiscal year.

 

Projects and uses eligible for RMRA funding include:

                     Road maintenance and rehabilitation;

                     Safety projects;

                     Complete streets components, including pedestrian and bicycle safety projects; and

                     Traffic control devices.

 

These funds will be used to resurface Buckingham Parkway and implement Phase 1 of the Safer Fox Hills Project improvements on this street, including a two-way protected cycle track on the west side of Buckingham Parkway and new high-visibility crosswalks.

 

 

FISCAL ANALYSIS

 

According to the May 2025 California Department of Finance report on Local Street and Roads Projected Revenues, Culver City is projected to receive $2,248,232 of gas tax funds for Fiscal Year 2025-2026. Of this amount, the RMRA portion is projected to be $1,095,117.

 

The City must sustain maintenance of effort (MOE) by spending at least the annual average of its general fund expenditures during the 2009-10, 2010-11, and 2011-12 fiscal years for street, road, and highway purposes from the City’s general fund.  The annual average for Culver City is $3,868,626, which exceeds the minimum required MOE to receive RMRA funds. Current eligible expenditures are above this amount, and staff does not foresee any issue meeting the MOE requirement.
