RECOMMENDATION
Staff recommends the City Council (1) accept the work performed by Southwest Pipeline and Trenchless Corp; (2) authorize filing a Notice of Completion; and authorize the release of the retention funds in the amount of $206,468.76 after the expiration of the 35-day lien period, for the construction of the Sewer Main Lining Rehabilitation Project (Phases 4), PZ-906.
BACKGROUND/DISCUSSION
On December 8, 2014, the City Council awarded a contract to Southwest Pipeline and Trenchless Corp (Southwest Pipeline) to construct the Sewer Main Lining Rehabilitation Project, PZ-906 (Phase 4) in the amount of $3,141,590.00 and $627,410.35 in change order authority.
On October 22, 2015, the City Council approved Change Order No. 1 in the amount of $833,350 to install additional 460 sewer lateral to mainline connection ‘top hat’ trenchless lateral sealing and authorized change order contingency of $627,410 ($340,000 for additional 200 top hats and remaining $287,411 for unforeseen conditions).
Southwest Pipeline substantially completed both projects and the change orders in late 2016 and the final punch list was completed in April 2017. A total of 17.5 miles of sewer mains were rehabilitated by CIPP lining. The total amount of sewer mains rehabilitated with all four phases is 35 miles. These sewer mains were identified as defective in the video inspection program. There are a total of 90 miles of sewer mainlines in the City.
Construction management and inspection services were provided by Dudek in the amount of $322,680 under the existing City Council pre-approved on-call general civil engineering list.
FISCAL ANALYSIS
There is sufficient funding included in the City Council Adopted Budget for Fiscal Year 2016/2017 (Sewer Enterprise Fund - account 20480000.730100.PZ906) to fund the construction contract amount:

3. Authorize the release of Retention Funds in the Amount of $206,468.76 to Southwest Pipeline, after the Expiration of the 35-day Lien Period.
