RECOMMENDATION:
Staff recommends the City Council authorize the filing of an application with the US
Department of Justice, Bureau of Justice Assistance for Edward Byrne Memorial
Justice Assistance Grant (JAG) Program funds.
BACKGROUND:
The Department of Justice, Bureau of Justice Assistance, has determined that
Culver City is eligible to receive JAG funds through a statutory formula that is based
on the total number of violent crimes in Culver City reported to the State of
California.Culver City’s eligible allocation is $15,365 as determined by this formula.
DISCUSSION:
The Police Department recommends the funds be used to purchase Regional Crime
Analysis and Mapping Software. Purchase of the software will provide the Police
Department with additional analytical tools, data integration, mapping, and reporting
capabilities for use by crime investigators that can assist in the prediction of serial
events and improve communication of vital information. The proposed purchase of
the software license will entitle staff to deploy the software to any single workstation
with availability restricted to agency employees. Additional computer accessories
(two computer notebooks) will be purchased to allow for remote access to crime
analysis data.

As with many grant opportunities, Federal Agencies have been issuing very short
timelines for grant submittals. In the case of this grant, the deadline to submit the
program narrative, scope of work and budget narrative to the Department of Justice
was July 21, 2011. In accordance with the City’s grant policy, and so the City would
remain eligible for funding under this grant, the Police Department submitted the
required documents to the Department of Justice on July 21, 2011 to meet the deadline
with the fiscal agent.
FISCAL ANALYSIS:
The project is completely funded by the grant. No matching funds are required from
the City.
A preliminary estimate was received from Bair Analytical Software & Services and
Dell Computer in the amount of $15,365 for the purchase of software and
accessories. Upon receipt of grant funds, the Police Department will adhere to the
appropriate Purchasing procedures to obtain the software and notebook computers.

That the City Council:
1. Authorize the filing of an application with the US Department of Justice, Bureau
of Justice Assistance, Edward Byrne Memorial Justice Assistance Grant (JAG)
Program funds; and,
2. Authorize the City Attorney to review/prepare the necessary documents; and
3. Authorize the City Manager to execute such documents on behalf of the City.
