RECOMMENDATION:
Staff recommends the City Council adopt a resolution approving an application
for grant funds through the Sustainable Communities Transportation Planning
Grant under the California Department of Transportation (Caltrans) for the
Bicycle and Pedestrian Master Plan Update.
BACKGROUND:
The City Council adopted a Bicycle and Pedestrian Master Plan (BPMP) in 2010.
As the City’s first Bicycle and Pedestrian Plan, the document has been of
significant importance in addressing bicycle and pedestrian issues. Since its
adoption, the expectation for the plan was to update regularly as conditions
change and the City continues to meet its bicycle and pedestrian goals. The
anticipated update includes the continued civic participation from neighborhoods,
advocacy organizations, the business community, and residents. Furthermore, in
order to maintain compliance with the funding requirements of Caltrans’ Bicycle
Transit Account (BTA) and maintain eligibility for a number of grant opportunities
available to the City, it is necessary for an update of the plan to occur every five
(5) years.
DISCUSSION:
Through an available grant opportunity from Caltrans, the Public Works
Department is preparing an application for a project to update the BPMP. The City of Culver City, California

proposed project includes use of a consultant to conduct community meetings
and safety assessments and draft the overall update for the document. In
addition to an update of the plan, the proposed project will include the review of
identified areas for possible future projects as well as the drafting of a “Complete
Streets” and “Green Streets” policy. Both policies will focus on guidelines that
promote sustainable practices and safe solutions for addressing traffic,
pedestrian, and cyclist use of roads.
One of the specific project areas that has been identified for inclusion in the
BPMP update is the connection between the Expo Station and Downtown Culver
City along Washington Boulevard. This connection will be reviewed for ways to
increase pedestrian and bicycle access, and will be coordinated with current
streetscape planning for the Transit Oriented Development District in the
Washington National area. A plan will be drafted for development when future
funding becomes available. In addition the plan will explore bike sharing
opportunities in Culver City.
The update of the BPMP will also include specific attention to accessibility for the
disabled on sidewalks and crossings throughout the City.
FISCAL ANALYSIS:
The amount being requested from the grant for Culver City is $500,000 to cover
the cost of the consultant for input meetings, assessments, and development of
the updated plan. The matching requirement for the grant funds is 11.47% as a
monetary contribution (hard match) or through in-kind support. The Public Works
Department will contribute the 11.47% through in-kind support throughout the
project.
