RECOMMENDATION:
Staff recommends that the City Council adopt a proposed resolution (1) approving
an application for grant funds in the amount of $200,000 from the Los Angeles
County Regional Park and Open Space District (District) 2014 Competitive Excess
Funds Grant Program and (2) approving the adoption of a Youth Employment Plan
(Exhibit A) for the Blair Hills Park Playground Rehabilitation Project.
BACKGROUND:
In April 2014, Parks, Recreation and Community Services Department staff received
the following announcement via email:
Supervisor Mark Ridley-Thomas announces the availability of $3,000,000 for
a competitive grant program in the Second Supervisorial District. Projects
may consist of improvements to and/or rehabilitation of existing public park,
community, and/or recreation facilities, and/or development of new small
facilities. Priority will be given to community and recreational centers that
serve At-Risk Youth and Seniors. Applications are strongly encouraged to
demonstrate matching funding commitments of at least 25 percent.
Proposals are due no later than 2:00 p.m. on June 12, 2014.

DISCUSSION:
Based on the Parks Division’s in-house needs assessment and the priorities laid out
in the Parks and Recreation Master Plan, staff recommends the rehabilitation of the
playground at Blair Hills Park as the project for this grant opportunity. Similar
playground rehabilitation projects have previously been funded by Proposition A
Cities Excess Funds including those at Veterans’ Memorial Park, Culver City Park
and Syd Kronenthal Park.
The existing play equipment at Blair Hills Park, located at 5950 Ridgecrest Drive, is
outdated and in need of upgrade to meet current ADA standards. This project will
incorporate the latest in child development play equipment which will meet both the
current Playground Safety Guidelines and ADA Accessibility Guidelines.
The proposed project scope of work consists of:
1. Conducting all site surveys for soils, utilities, and topographical
information.
2. Removal of the existing play equipment, including the composite play
structure, monkey bars, jungle gym, swings, pull-up bars, etc.
3. Removal of the rubberized resilient surfacing, base material, and play
sand.
4. Removal of the existing damage perimeter concrete curbing.
5. Excavation and rough grade of the play area to the specified depth for the
subgrade soil.
6. Installation of the redesigned Play Area that includes both 2 to 5 age
appropriate and 5 to 12 age appropriate play equipment, comprised of
both composite play structures and single play components that will
provide both physically and mentally challenging play activities for children
of all ages, as well as 100% access for physically challenged children.
7. Replacement of the perimeter concrete curbing.
8. Installation of drainage sumps for BMP compliance and on site drainage
containment.
9. Fine grading of soil subgrade material.
10. Installation of the ADA compliant concrete handicap ramp into the play
area, completing the ADA path of travel from the park entrance into the
play area.
11. Replacement of the sand with engineered wood fiber for ADA compliant
accessibility and fall zone safety compliance.

Youth Employment Plan
The District requires that, in conjunction with adopting a Resolution approving an
application for grant funds, the applicant adopt a Youth Employment Plan for the
proposed Project (Exhibit A). As noted in the attached Youth Employment Plan,
Culver City’s Youth Employment Goal (YEG) is $227,804.70 or 10% of the City’s
total Proposition A Development Project Allocation. The City has been consistently
applying credits throughout the years through the Culver City Youth Mentoring
Program and Project-Specific Youth Employment Plans to meet this Youth
Employment Goal. The salary expense of the Blair Hills Park Playground
Rehabilitation Project Youth Employment Plan will also be applied as a YEG credit.
FISCAL ANALYSIS:
Although the Los Angeles County Regional Park and Open Space District 2014
Competitive Excess Funds Grant Program does not require a local match, the
guidelines state that “Proposers are strongly encouraged to demonstrate matching
funding commitments of at least 25%.” There are sufficient funds in the City Council
Adopted Budget for Fiscal Year 2013/2014 - Account 41980000. 730100.PZ898
(Park Facilities Fund / Repair Playground Equipment at Various Parks /
Improvements Other Than Buildings) to provide a 25% match of $50,000, bringing
the total project amount to $250,000.

Blair Hills Park Playground Rehabilitation Project
In order to comply with the Regional Park and Open Space District’s Youth Employment Policy, the City
of Culver City adopts the following Youth Employment Plan for this project which is being proposed for
District funding:

competitive grant program in the Second Supervisorial District. Projects may consist of improvements to and/or
rehabilitation of existing public park, community, and/or recreation facilities, and/or development of new small
facilities. The City of Culver City is proposing that the Blair Hills Park Playground Rehabilitation Project be
considered for grant funds in the amount of $200,000 from the 2014 Competitive Excess Funds Grant Program.
An application will be sent to the Regional Park and Open Space District (RPOSD) on or before the deadline of
2:00 p.m. on June 12, 2014.
Tasks That May Be Performed By At-Risk Youth: The installation of wood fibar surfacing in the playground
area.

Method of Youth Employment: The City of Culver City will enter into a Sponsor Agreement with the California
Conservation Corps (CCC).
Youth Employment Goal (YEG): The City’s Youth Employment Goal is $227,804.70 or 10% of the City’s total
Development Project Allocation. All expenditures related to the wages of at-risk youth employed pursuant to
this Youth Employment Plan will be reported to the District to be applied as credit toward meeting Culver City’s
YEG. The City has been consistently applying credits throughout the years to meet our Youth Employment
Goal through the Culver City Youth Mentoring Program and Project-Specific Youth Employment Plans:
