RECOMMENDATION
Staff Recommends the City Council approve a general services agreement with ABM for exhaust fan replacement services in an amount not-to-exceed $115,593.
BACKGROUND/DISCUSSION
The Transportation Department’s Fleet Services Division conducts their maintenance of all City vehicles in the Facility’s maintenance building which is composed of eight bays, a weld shop, and a mezzanine level with a parts storage shop. With the work that is being performed in the maintenance building, it is essential that the ventilation system is up-to-date and performing at full capacity. Exhaust fans are an integral part of a building’s ventilation and fire life safety system. A recent Facility Assessment found that the exhaust fans are past the expected service life. Internally we have replaced the smaller exhaust fans which is 10 out of a total of 16. Unfortunately, we are not able to complete the replacement of the remaining six exhaust fans due to the size and resulting difficulties.
Culver City Municipal Code (CCMC) Section 3.07.065 exempts professional and general services from the formal competitive bid process. CCMC Section 3.07.065.A. stipulates that the City may award of contracts in any amount for professional and general services based upon competitive quotations whenever practical as determined by the City Manager. Due to the urgent nature of this replacement and the time required to conduct a request for proposal process for general services, staff recommends Council approve a general services agreement with ABM for this work pursuant to the terms of the cooperative agreement with ABM available through OMNIA Partners.
OMNIA Partners is a national company that partners with agencies to make their procurement process and resulting contracts available for other state and local governments. Staff was able to secure competitive pricing from ABM through OMNIA Partners Contract #02-122 which was awarded by Region 14 Education Service Center established by the State of Texas as a result of a request for proposal the Center conducted for HVAC equipment, installation, service, building control systems and related products and services. Staff has worked previously with ABM on a full Transportation Facility HVAC replacement which was successfully completed. Their knowledge of our building and full HVAC system will be a huge asset while we complete this essential project.
FISCAL ANALYSIS
The Adopted Budget for Fiscal Year 2024-25 includes sufficient funding in Account No. 20370210.600100 (Transportation Operations Facilities - R&M Building) to cover the cost of the proposed agreement. This account can be found in the Transportation Services section of the budget book under Transportation Operations - Facilities. All services will be paid for with Transportation Department funds. No General funds will be used.
