RECOMMENDATION
Staff recommends the City Council (1) approve the Culver City Arts District Business Improvement District’s (“CCADBID”) annual Work Plan and budget for 2026 (Report) (Attachment 1); and (2) adopt a Resolution declaring the intent to levy the Culver City Arts District Assessment for 2026 and setting the public hearing for October 27, 2025.
BACKGROUND
A Business Improvement District (“BID”) provides a mechanism for businesses to levy assessments on themselves for, amongst other things, the maintenance and improvement of public areas, promotion of the business district and reduction of their dependence on the City for services. The CCADBID Work Program is managed by the Culver City Arts District (CCAD), in accordance with the Management Agreement between the City and the CCAD.
The CCADBID was formed in February 2016 through the adoption of Ordinance No. 2016-003 in accordance with the Parking and Business Improvement Area Law of 1989 within the California Streets and Highways Code. Pursuant to the Streets and Highways Code, the City Council is required to review and consider the Report, as proposed by the appointed Advisory Board or as modified by the City Council.
DISCUSSION
Each year, the City Council is required to review and consider the CCADBID’s annual Work Plan before declaring any intent to levy a BID assessment.
The proposed 2026 CCAD BID Work Program proposes activities related to:
• Marketing and promotional programs; and,
• Maintenance and beautification; and,
• Administration.
There are no changes to the assessment CCADBID rates or boundaries. A map of the CCADBID boundaries and address ranges is included as Exhibit A to the proposed resolution.
After reviewing the Report, the City Council may:
• Adopt the Report as submitted by the CCADBID Advisory Board and set the required public hearing date; or,
• Modify any aspect of the Report and adopt the Report as modified by the City Council and set the required public hearing date; or,
• Reject the Report, thereby declining to adopt the recommended assessment.
If the Council adopts the Report (as submitted or modified by the City Council), the City Council must adopt a resolution declaring is intent to levy the 2026 CCADBID assessment and set the date for the required public hearing via a Resolution of Intention (Attachment 2). Staff is recommending the public hearing be scheduled for October 27, 2025.
FISCAL ANALYSIS
The 2026 CCADBID budget estimates total annual revenue of $160,745 to include approximately $55,745 in assessment revenues and $105,000 in Art Walk & Roll Festival revenues. The total operation costs for maintenance, events, administration and marketing are estimated at $136,546 resulting in a budget reserve for 2026 of $62,901 which includes a carryover balance of $38,702 from the prior year.
There is no fiscal impact to the City relative to the approval of the CCADBID Report or the adoption of the Resolution Declaring the Intent to Levy the CCADBID assessment for 2026.
