RECOMMENDATION
Staff recommends the City Council approve a professional services agreement with AMS.NET, LLC. D/B/A MGT Impact Solutions for network security improvements in an amount not-to-exceed $28,600.
BACKGROUND
In 2025, staff completed an internal assessment of the City’s network infrastructure. The assessment found that the complexity and legacy configuration of the existing environment made long-term sustainability, scalability, and usability increasingly difficult. To address these challenges, staff engaged AMS.NET, LLC, DBA MGT Impact Solutions, to provide network design consultation, migration strategy, configuration deployment, and post-deployment support. Through this partnership, the City has successfully transitioned to a more functional, scalable, and supportable network environment.
DISCUSSION
The City now seeks to continue its engagement with AMS.NET to further strengthen the network and enhance the City’s overall cybersecurity posture. The proposed work will introduce additional security capabilities that were not feasible under the prior network environment, while also improving the reliability and manageability of access to network resources for authorized staff.
These enhancements will provide several broad security and operational benefits. Strengthening access controls for wireless connectivity will help ensure that only authorized users and approved devices can connect to City network resources, reducing the risk of unauthorized access while improving the user experience for staff. Additional protections within the City’s core network environment will also help limit unnecessary system-to-system communication, including east-west traffic within the data center. This approach reduces exposure between systems, helps contain potential threats, and limits the ability of ransomware or other malicious activity to move laterally across the environment.
Together, these improvements will reduce operational and cybersecurity risk, support stronger protection of City systems and data, and provide a more resilient foundation for future technology needs.
FISCAL ANALYSIS
The City contracted with AMS.NET, LLC. DBA MGT Impact Solutions for phase 1 of the network redesign for a cost of $48,800. The proposed costs for phase 2 to complete the security and operational enhancement is $28,600 for a total project cost of $77,400. The additional costs for phase 2 exceed the aggregate $50,000 purchasing authority of the City Manager for a fiscal year; thereby requiring City Council approval of this agreement.
There is sufficient funding in account line 10124100.619800 (Other Contractual Services) to complete the necessary cybersecurity improvements.

3. Authorize the City Manager to execute such documents on behalf of the City.
