RECOMMENDATION:
Staff recommends the City Council award a construction contract to Gold Arc, Inc.
(dba Pasco Doors) for the Veteran’s Memorial Park Facilities Americans with
Disabilities Act Door (ADA) Improvement Project, Community Development Block
Grant (CDBG) Project #601317-10.
BACKGROUND:
The City has been allocated funding through the CDBG program for ADA
accessibility improvements to various entry and exit doors at the Municipal Plunge
and the Veteran’s MemorialBuilding. The following sets of doors will be replaced
and/or modified:
MunicipalPlungeBuilding:
• The existing entry and exit doors at the main lobby of the Municipal Plunge
will be replaced with automatic sliding doors.
• The existing entry and exit doors that lead from the main lobby to the pool
deck will also be replaced with an automatic sliding door.
• The interior door leading from the main lobby to the women’s shower room
will be retrofitted with a surface-mounted low energy door opener.
• The doors leading from both the men’s and women’s shower rooms to the
pool deck will be retrofitted with surface-mounted low energy door openers.

Veteran’s MemorialBuilding:
• The two existing swing doors that lead from the rear of the Registration Office
at Veteran’s MemorialBuilding to the courtyard will be replaced with a new
double-swing low energy door.
DISCUSSION:
On March 14, 2011, the City Council authorized the Public Works Department to
solicit bids by releasing a Notice Inviting Bids. The Notice Inviting Bids required that
the contractor possess a valid Class B General Contractor license. On April 14,
2011, the City Clerk publicly opened the bids. Three (3) contractors responded;
however, the two lowest bidders did not possess a Class B license, but instead held
Class C-61 specialty licenses related to doors. As a result, their bids were deemed
non-responsive. The remaining bidder submitted a bid in an amount that far
exceeded the project budget.
Upon re-evaluation of the project, staff determined that a Class B license was not
necessary for the performance of this work and recommended rejecting the bids and
re-advertising the project without the requirement for a Class B license. On May 2,
2010, the City Council approved this recommendation, and staff released a revised
Notice Inviting Bids on May 5, 2011. On May 19, 2011, the City Clerk publicly
opened the bids. Two contractors responded with the following bid amounts (note:
these are the two contractors that submitted bids in response to the original Notice
Inviting Bids, but were rejected):

Staff reviewed the apparent lower bid proposal, Pasco Doors, and found the bid
documents responsive and complete. Pasco Doors has completed similar projects
for other public entities in Southern California. Representatives from the City of
Walnut and Los Angeles Community College District indicated that they had a good
experience with Pasco Doors,and the company performed in a professional manner.
Culver City staff has also worked with them in the past and has had a favorable
experience.

The construction management will be performed by the Public Works Department,
and, should the City Council award the construction contract, the project is expected
to be completed in July.

The project has been allocated $42,964in CDBG funds. Based on the bid amount,
an additional $4,738.60 is required to sufficiently fund the construction ofthe project
including 10% construction contingency. Staff anticipates using Quimby (Park in
Lieu) funds (41900876.730100) to provide the remaining required funds for the
project. There are sufficient funds in that account.
MOTIONS:
That the City Council:
1) Award a construction contract to Gold Arc, Inc. (dba Pasco Doors) for the
Veteran’s Memorial Park Facilities Americans with Disabilities Act Door (ADA)
Improvement Project (CDBG Project #601317-10), based on its bid amountof
$ 43,366; and,
2) Authorize the Public Works Director/City Engineer to approve change orders, if
necessary, in an amount not-to-exceed $ 4,336.60; and
3) Authorize the City Attorney to review/prepare the necessary documents; and
4) Authorize the City Manager to execute such documents on behalf of the City
